We are seeking an experienced and strategic Programme Manager to lead the planning, execution, and oversight of multiple interconnected projects across minerals extraction and plant development programmes. This senior position plays a critical role in ensuring the delivery of large-scale capital programmes that align with long-term business objectives. You will work closely with internal teams and external partners, including functional managers, engineers, suppliers, contractors, and senior leadership.

Programme Leadership & Strategy
  • Provide leadership, direction, and strategic guidance across all capital investment programme projects.
  • Develop and maintain a multi-year capital and operational expenditure plan aligned with authorised budgets.
  • Identify, manage, and optimise interdependencies across projects to maximise efficiency and reduce risk.
  • Establish programme goals, timelines, and milestones; monitor overall progress to ensure effective delivery.
Stakeholder & Team Management
  • Act as the primary interface with senior internal stakeholders, clients, local authorities, and contractors.
  • Lead and guide project teams, offering coaching and mentorship to support successful delivery.
  • Coordinate resource allocation across projects to ensure optimal performance.
  • Foster a collaborative, high-performing team culture and recognise achievements across projects.
Financial Oversight & Risk Management
  • Manage programme budgets, ensuring transparency between expenditure and delivered benefits.
  • Ensure all projects are delivered within agreed scope, schedule, and budget.
  • Provide regular financial updates and cost forecasts to stakeholders.
  • Develop and maintain programme-level risk assessments and mitigation strategies.
  • Oversee procurement strategies and engagement with third-party suppliers to ensure value for money.
Performance Monitoring & Reporting
  • Establish programme governance and maintain consistency across all project approaches.
  • Track performance against KPIs and report progress to senior management and steering committees.
  • Deliver timely updates on project status, risks, costs, and benefits realisation.
  • Conduct peer reviews at key project stages to support continuous improvement.
Quality & Compliance
  • Lead quality assurance activities to ensure all outputs meet required standards.
  • Ensure compliance with corporate and legislative Health, Safety & Environmental (HSE) requirements.
  • Implement procedures to minimise defects and ensure timely management of legacy issues.
Education & Qualifications
  • Bachelor’s degree in Engineering, Construction Management, Minerals Management, or a related field.
  • Significant experience delivering major capital development programmes.
  • Strong background in minerals, heavy building materials, heavy processing, or construction industries.
  • Proven leadership experience with multidisciplinary teams.
  • Demonstrated ability to manage multi-million-pound CAPEX budgets.
  • Comprehensive knowledge of programme and project methodologies (e.g., PRINCE2) and tools (e.g., MS Project).
  • Strong analytical, problem‑solving, and decision‑making abilities.
  • Programme/Project Management certification (e.g., PgMP, PMP).
  • Experience with continuous improvement methodologies (e.g., Lean Manufacturing).
  • Knowledge of environmental standards (e.g., ISO 14001).
