This is an exciting opportunity for experienced housing professionals to specialise in managing complex anti-social behaviour, breach of contract and compliance-related cases. Working closely with residents, colleagues, solicitors and partner agencies, you will take the lead on legal interventions where required, including preparing court documentation, attending hearings and representing Hedyn in legal proceedings. The role is focused on achieving positive outcomes for customers and communities while ensuring a fair and proportionate approach to enforcement.

We're looking for individuals with strong tenancy and neighbourhood management experience, excellent communication skills, and a sound understanding of housing and ASB legislation. Specifically, in the role you will:

  • Manage a caseload of high level Anti-social behaviour, breach of contract, compliance failed access cases, and monitor these cases for breaches of court orders and respond accordingly.
  • Be the lead for cases requiring formal legal action, with key colleagues continuing to support witnesses as the main point of contact.
  • Prepare & submit court documentation for legal actions, such as injunction and possession applications.
  • Attend Court as the lead advocate on behalf of Hedyn, for hearings related to legal matters, and be responsible for decisions at legal hearings.
  • Liaise with solicitors and barristers on complex cases and be the main point of contact in such cases.
  • Consider cost implications when working with solicitors and where possible ask the court to make an order for reasonable costs in a case to be repaid by the Defendant.
  • Support colleagues who need to attend court as witnesses and service legal papers on Defendants.
  • Ensure accurate recording of all cases using existing systems to monitor progress, case developments and performance.
  • Attend Section 115 case meetings as necessary, in relation to cases requiring or going through the legal process.
  • Liaise with relevant internal and external partners and agencies to ensure co-ordinated responses to individual cases of Anti-social behaviour, information gathering and sharing and the development of joint projects or strategies.
  • Produce templates for legal actions, such as Notices, injunctions, court bundles for various scenarios to assist colleagues and others in legal applications.
  • Support with training and use of the CRM ASB module.
  • Undertake reflective learning after each case to ensure continuous improvement to our approach to dealing with Anti-social behaviour and contract breaches.
  • Work with relevant team(s) to prompt any procedural changes that are needed and share any findings.
  • Support colleagues in formal warning interviews, outlining possible next steps if legal action is required.
  • Where low level interventions have failed, and formal legal action is required, support colleagues to prepare schedules / witness statements.
  • Support compliance with regards to legal actions for failed access and breach of contract.
  • Support colleagues in cases of illegal occupation where legal action is required to regain possession.
  • Assist colleagues in collecting and viewing CCTV footage as necessary.
  • Ensure ASB and relevant contract breach letter templates are kept up to date and amended as necessary.
  • Assist in general day to day housing management activities as necessary, including but not limited to letting activities, consent requests, contract changes, partnership working, supporting witnesses.
  • Assist and take part in projects within Hedyn as necessary.
  • Keep up to date with relevant legislation and inform managers of any potential risks to the business of up-and-coming changes.
  • Support the MARAC (Multi agency Risk Assessment Meetings) to ensure best outcomes are reached in partnership for serious domestic abuse cases in Newport.
  • Ensure safeguarding concerns are acted upon immediately and in compliance with the safeguarding policy and procedure.
