We are currently recruiting six Neighbourhood Managers to build on the momentum created through merger and support the delivery of our place-based service delivery model and customer promise. We're looking for proactive and resident-focused Neighbourhood Managers to deliver high-quality housing and neighbourhood management services across our communities. This is a frontline, place-based role where you'll be a visible presence, working closely with residents, colleagues and partner agencies to build safe, sustainable neighbourhoods.
In this role you'll manage a designated patch, dealing with everything from lettings and estate inspections to antisocial behaviour, safeguarding and tenancy enforcement. With a strong focus on prevention and early intervention, you'll support residents to sustain their homes wherever possible, while taking firm and appropriate action when contracts are breached. This role is ideal for experienced housing professionals or those with strong transferable skills from customer-focused or case-management roles, who thrive in a varied, fast-paced environment, can confidently manage complex situations, and are committed to delivering consistent, person-centred services that make a real difference to people and communities.
A full UK driving licence and access to a vehicle is essential for this role.
Specifically, in the role you will:
- Deliver a broad range of housing management services for a designated neighbourhood, including letting new homes, resolving neighbour disputes, supporting victims of anti-social behaviour, managing occupation contracts and carrying out property and estate inspections.
- Be a visible presence in the neighbourhood, carrying out estate visits and inspections, acting as a dedicated point-of-contact for residents within your responsible neighbourhood, promoting a 'right first time' approach and ensuring consistency of service across different communication channels and touch points.
- Work collaboratively with colleagues, partners and stakeholders, to deliver strong and effective place-based leadership.
- Proactively manage a variety of housing and neighbourhood management functions across tenures, including lettings, property management, estate visits and inspections and mutual exchanges.
- Make residents aware of their responsibilities and terms of their occupation contract, taking appropriate action for any serious breaches of contract and maximise opportunities to negotiate positive outcomes whilst supporting our aim of zero evictions into homelessness.
- Support victims of all types of anti-social behaviour and take appropriate action to resolve anti-social behaviour, working collaboratively with internal colleagues, partners and stakeholders to ensure multi-agency responses to complex cases whilst also utilising mediation, conflict resolution and other tools for early intervention.
- Effectively manage compliance with the occupation contract, taking legal action where appropriate in respect of contract fraud, abandonment and no access for compliance/mandatory works, including gas and electrical inspections.
- Be the lead for MARAC (Multi agency Risk Assessment Meetings) to ensure best outcomes are reached in partnership for serious domestic abuse cases.
- Arrange and attend S.115 meetings, CASAM's and any other multi-agency meetings to promote safer communities, in line with partnership working.
- Ensure accurate recording of all cases to progress case development and monitor performance.
- Monitor and communicate via 'The noise app' system.
- Support and take legal action where necessary for serious breaches of occupation contract and other legal action as required, ensuring all legal paperwork is completed to a high standard to apply for possession and/or injunction proceedings.
- Attend court hearings and evictions when needed, always representing Hedyn positively.
- Take responsibility for the installation, monitoring and evaluation of the association's recording systems, such as CCTV and noise monitoring equipment, making appropriate evidence-based decisions on case progression.
- Raise orders and liaise with contractors and colleagues to fit CCTV.
- Manage all changes to occupation contract status, including the efficient administration of mutual exchange applications and the end of contract process.
- Let new homes and seek to minimise empty home turnaround time, working with local authorities, partner housing associations and other external agencies as required.
- Develop local lettings plans as appropriate to support sustainable communities.
- Comply with policy & procedures, external statutory and regulatory obligations/ contractual conditions and ensure you understand Hedyn's strategic priorities, ambition and key performance indicators (KPIs) and how you contribute to achieving them.
- Deliver all resident consultation and liaison activity (where not supplied by the contractor) for major works, ensuring that access is provided to homes to conduct the required works, including planned decants to support regeneration activity.
- Take a pro-active and positive approach to managing neighbourhoods by carrying out local activities, to include courtesy visits and estate walkabouts, taking note of any buildings in disrepair and ensuring that any necessary repairs are raised and completed.
- Promote resident satisfaction, engagement and empowerment working with colleagues and partners to shape innovative engagement approaches that suit local circumstances, allowing local customers to become involved in formulating local 'what matters' plans, to improve local communities in line with customer need and expectation.
- Build strong working relationships with residents, internal and external stakeholders working collaboratively to support our communities to thrive, responding to service requests within the agreed ways of working and provide constructive advice/signposting where requests are not Hedyn's responsibility.
- Set up and update data and records both electronically and manually, collect and record data, refreshing this on an annual basis, referring or signposting vulnerable residents for support as required.
- Respond proactively to complaints and expressions of dissatisfaction and will keep the complainant informed of progress.
- Act upon safeguarding concerns immediately and in compliance with the safeguarding policy and procedure including managing domestic abuse, hate crime and cuckooing cases.
- Keep abreast of all relevant legislation and good practice issues relating to the role.
- Commit to the organisation's pledge on Equity, Diversity, and Inclusion.
- Act in compliance with GDPR and data protection laws, respecting confidentiality and privacy.
- Lead or participate in assigned projects, establish and maintain professional boundaries.
- Manage a 'solutions' budget in consultation with residents.
- Identify and manage business risk.
- Undertake any other duties as deemed reasonable/commensurate to the role.
