The Surface Access Strategy Manager is responsible for leading the development and delivery of Heathrow Airport Limited’s surface access strategy in support of the Airport National Policy Statement (ANPS) requirements and the Development Consent Order (DCO) process.
The role provides specialist strategic leadership and support across surface access modes, confirming that transport strategies, modelling inputs and stakeholder engagement materials are robust, auditable and fit for statutory examination.
The postholder plays a key role in enabling DCO consent by making sure that surface access impacts are clearly understood, mitigated and aligned to national and local policy expectations.
