Heathrow’s future growth depends on a surface access system that supports passengers, colleagues, local communities, and the airport’s sustainability ambitions, with parking playing a critical operational and commercial role in this ecosystem. The Surface Access Expanding Heathrow Parking Lead is responsible for shaping and delivering the parking strategy required to support the Expansion programme, ensuring solutions are viable, integrated, and capable of supporting each phase of the airport’s build‑out while meeting the requirements of the Airports National Policy Statement and Heathrow’s modal shift and environmental commitments.
Acting as Heathrow’s parking subject‑matter expert within the Expansion Programme, the role leads the development of parking‑related content for the Development Consent Order (DCO) and associated public consultations. Working closely across technical and operational functions, the postholder ensures parking decisions are robust, transparent, and aligned with both current operational needs and future‑state planning for an expanded Heathrow.
Responsibilities
- Lead the development of Heathrow’s Surface Access parking strategy for Expansion, defining phased and end‑state parking requirements that are workable, customer‑focused, operationally resilient, and aligned with sustainability and modal shift commitments.
- Act as the subject‑matter expert for parking within the Expansion Programme, simplifying complex issues into clear, actionable insights and ensuring decisions are robust, documented, and governed through Surface Access and Expansion governance routes.
- Work across all Expansion technical functions and with the existing Surface Access team to develop integrated parking solutions covering the full parking landscape, including passenger, colleague, authorised vehicles (PHV), taxi feeder parks, and other operational needs.
- Balance competing priorities and manage trade‑offs across the Expansion timeline, ensuring solutions remain deliverable while connecting long‑term policy intent with current operational realities.
- Lead engagement with internal partners and external stakeholders, including DfT, TfL, National Highways, local authorities, Colleague Strategy, and Legal teams, supporting delivery of Airports National Policy Statement commitments such as colleague car trip reduction.
- Lead the production of parking‑related components of the Expansion DCO and public consultations, providing technical evidence and briefings to governance boards, cross‑functional forums, and statutory engagement activities.
Qualifications
- Degree level education or equivalent professional experience.
- Strong understanding of multi-modal surface access systems, travel behaviour and transport modes.
- Experience working in multidisciplinary environments and delivering integrated solutions.
- Proven ability to produce high-quality reports and presentations for senior audiences and external stakeholders.
- Ability to influence and constructively challenge across organisational levels.
- Familiarity with Airport Surface Access Strategies, planning conditions and regulatory reporting frameworks.
Ideally, you will also have
- Experience working in an airport or major transport hub environment.
- Experience with transport policy processes and regulation.
- Experience in project development or delivery within the transport industry.
