The Head of Capital Programme Engagement and Governance provides strategic leadership for stakeholder engagement across Heathrow's Capital Programme. The role is responsible for shaping and delivering a cohesive, programme-wide engagement strategy, while promoting strong alignment and collaboration across programmes and functions to support effective airline engagement and optimise project outcomes.

The role also acts as a trusted advisor, providing independent assurance to support the quality and consistency of documentation, promote the effective application of capital governance frameworks and processes, and drive continuous improvement and efficiency in governance practices. Operating within the Development function, which delivers integrated capital solutions for customers, operational teams, and business sponsors, the role works closely with Strategy, People, Finance, and a wide range of stakeholders. It leads strategic initiatives that enable transformation outcomes while maximising efficiency and value from existing assets and organisational capabilities.

Responsibilities

  • Deliver and embed the programme stakeholder engagement strategy, ensuring alignment with Heathrow's wider business objectives and regulatory requirements.
  • Represent Heathrow across capital programmes in senior airline forums, negotiations, and external advocacy activities, identifying opportunities to strengthen partnerships.
  • Act as a senior point of contact for engagement and advocacy across all H8 programmes, providing clear and consistent communication.
  • Oversee governance across capital programmes, ensuring effective processes for decision-making, risk management, and change control are in place and consistently applied.
  • Build and maintain strategic relationships with airline partners and key stakeholders, supporting effective collaboration across programmes.
  • Provide strategic leadership for governance activities, including supporting the effective delivery of Heathrow Governance Gateways across H8 programmes.
  • Ensure governance frameworks are embedded and consistently applied, working across programmes and with IFS to share insights, support alignment, and promote continuous improvement.

Qualifications

  • Proven experience in governance across complex infrastructure or capital programmes.
  • Demonstrated experience in stakeholder engagement, governance, or programme leadership roles.
  • Strong influencing and relationship‑management skills, with the ability to engage effectively with senior external stakeholders.
  • A strategic mindset, with the ability to translate vision into clear delivery plans and measurable outcomes.
  • A track record of building, developing, and leading high‑performing teams.
  • Commitment to continuous professional development in leadership, governance, and stakeholder engagement.

Working Location

Our Hybrid working approach offers the opportunity for colleagues in some roles to work from home for an average of two days a week, providing the flexibility to work in an agile way whilst ensuring we deliver for the operational needs of Heathrow. Working arrangements vary from team to team and will be confirmed during the recruitment process. You’ll need to be based in the UK and within a commutable distance to Heathrow.
