The predicted salary is between 50000 - 65000 £ per year.

This role will create and lead Development's Capital programme and project resourcing approach to ensure people and resources are planned and deployed effectively across capital programmes. You will turn forecast demand and programme information into clear, practical resource plans that support efficient delivery, improved capability, and value for money.

Responsibilities

  • Produce short- and medium-term resource plans aligned to capital and development activity
  • Plan, allocate, and balance resources across the portfolio to meet programme priorities while ensuring optimal utilisation
  • Maintain and continuously improve the resource demand forecast model, incorporating programme milestones, pipeline demand, attrition, and capability gaps
  • Create and own the deployment approach for internal, contract, and specialist resources
  • Provide actionable insights on productivity, capability gaps, and resourcing bottlenecks
  • Ensure high-quality Management Information to support planning, forecasting, People Committee requirements, and resource forecasts & demand profiles

Qualifications

  • Strong understanding of portfolio, programme, and project management frameworks
  • Experience supporting planning activity across programmes or projects
  • Ability to use data to inform planning and prioritisation
  • Clear written and verbal communication skills
  • Experience working with planning tools or spreadsheets
  • Ability to manage changing requirements in a structured way

Desirable

  • Experience in workforce or resource planning within a complex environment
  • Aware of demand forecasting or capacity planning approaches
