This role will provide a central service from the Procurement Portfolio team into the Procurement delivery teams on cost structures and pricing evaluations ultimately enabling Procurement to demonstrate value for money throughout our decision points across all activities within the procurement lifecycle. Across the Infrastructure portfolio, this will involve using simple benchmarks to drive efficiencies into the cost proposals received from the supply and any subsequent contract change.

Working Location: Our Hybrid working approach offers the opportunity for colleagues in some roles to work from home for an average of two days a week, providing the flexibility to work in an agile way whilst ensuring we deliver for the operational needs of Heathrow. You’ll need to be based in the UK and within a commutable distance to Heathrow.

Responsibilities include:

  • Accountable for providing subject matter expertise on cost structures and benchmarking information across the procurement delivery teams.
  • Works with procurement commercial and category managers to produce cost strategies based on trend data.
  • Carry out cost/price evaluations on tender returns and post-contract change – identifying and carrying out supplier negotiations to deliver cost savings to Heathrow.
  • Utilise external sources and industry knowledge to establish best practice benchmarking processes and data inputs.
  • Assurance of value for money assessments across the procurement decision points, governance documentation, the Heathrow gateway lifecycle, and external and regulatory audits.
  • Accountable for working with Solutions programme management office to obtain required value from external estimating capability and Heathrow ownership of benchmarking data.
  • Accountable for integrating overall cost and pricing data into procurement scenario modelling and whole lifecycle cost analysis.

Established track record in creating cost strategies, cost model structures, and cost analytics. Experience of a range of commercial agreements and legal awareness of contract risks & experience of understanding complex and bespoke contract terms and commercial principles including supplies, services, and framework agreements. Expertise in commercial and contract management in both operational and construction contracts. Established network of external industry bodies and supply chain. Practitioner in benchmarking along with the ability to demonstrate credible understanding of construction projects and their cost implications (desirable).
