We are seeking a new team member to join our award-winning Procurement team. The Procurement Support Officer will provide high-quality operational and administrative support to HQIP’s Procurement function, ensuring procurement activity is delivered efficiently, transparently and in line with organisational governance requirements. The role will work closely with senior colleagues across Procurement and Patient Engagement to support commissioning activity and stakeholder engagement across HQIP programmes. This is a high-paced role, and successful candidates will be highly organised, detail-focused and confident working with a range of stakeholders. This role is Part-time 22.5 hours per week (0.6 WTE); temporary contract 12-18 months.
Primary Responsibilities
- Work collaboratively with the Associate Director of Procurement, Senior Procurement Manager and Head of Patient Engagement to support all procurement-related activities across HQIP.
- Provide support for pre-market engagement events, managing internal and external expectations and ensuring effective coordination.
- Manage and maintain the procurement plan, ensuring milestones and dates are accurate, and that internal stakeholders are kept informed of any changes.
- Support monthly Procurement Executive meetings, including drafting agendas, taking accurate minutes and tracking actions to completion.
- Use the e-tendering portal to support the upload, management and maintenance of tender documentation.
- Adopt a continuous improvement approach to systems and processes, supporting the development of best practice for the benefit of the wider department.
- Support the drafting of Contracts of Appointment and other contractual agreements, using specialist knowledge to ensure contracts clearly specify service delivery requirements, quarterly payments and deliverables.
- Maintain and update data records on shared drives and eSourcing portals, ensuring accuracy and compliance.
- Act as a key support to the Associate Director of Procurement in driving change and continuous development within the procurement function.
- Develop a strong understanding of internal and external client needs and respond to enquiries within agreed timescales.
- Maintain and update HQIP’s cashflow register and support reconciliation of NCAPOP invoicing.
- Work with the Senior Procurement Manager to ensure all required documentation is in place, including sub-contractor agreements, insurance certificates and accreditation documentation where required.
- Work with the Head of Patient Engagement to identify and liaise with relevant patient advocate networks, organisations and charities to support HQIP-commissioned programmes.
- Support patient and stakeholder engagement through monitoring activity, attending meetings and focus groups, and assisting with the presentation of findings.
Qualifications
You will bring experience in a similar high volume administrative support role. Knowledge or understanding of public sector procurement, contract management or the Procurement Act 2023 / Public Contracts Regulations 2015 would be desirable.
