Recruitment Consultant – Partnership Opportunity in Belfast

We are seeking an experienced and proactive Recruitment Consultant to join us in delivering a major multi-supplier framework contract for the supply of Medical and Dental Agency Workers across Northern Ireland’s Health and Social Care (HSC) Trusts. The contract is set to commence in early 2026, and we are looking to partner with a consultant who has proven expertise in healthcare recruitment, particularly within NHS/HSC environments.

This is a partnership opportunity ideal for a consultant who understands the compliance, vetting, and operational rigor required in public sector healthcare staffing.

About the Framework:

The contract involves supplying temporary medical and dental staff across all HSC Trusts in Northern Ireland. It covers a wide range of grades and specialties, with stringent requirements around compliance, credential verification, mandatory training, and ongoing performance management.

Key Responsibilities & Duties:

• Source, screen, and place Medical and Dental Agency Workers across all required grades: FY1, FY2, CT1, CT2, ST1, ST2, ST3, ST4, ST5, ST6, Specialty Doctor, Consultant, Specialist, Associate Specialist
• Ensure all candidates meet rigorous pre-engagement checks including:
• GMC/GDC registration and Licence to Practise verification
• Right to Work in the UK & Immigration compliance
• Occupational Health clearance (including BBV screening)
• Access NI Enhanced Disclosure with Barred List check
• Professional reference validation (minimum 2, including recent HSC/NHS)
• Confirmation of Responsible Officer (where applicable)
• Manage the end-to-end recruitment process in line with the Framework’s Vacancy Fill Protocol and Call-Off procedures
• Maintain meticulous records in accordance with Department of Health Good Management, Good Records guidance
• Ensure Agency Workers complete mandatory training (e.g., Encompass, Blood Transfusion, Hyponatraemia, MCA, etc.)
• Liaise with HSC Trust booking officers and manage timesheet/invoicing alignment as per framework requirements
• Provide ongoing pastoral support and performance management of placed workers
• Uphold equality, diversity, and social value commitments

Skills, Qualifications & Experience Required:

• Proven experience recruiting medical and dental locums within the NHS, HSC, or equivalent public health systems
• In-depth knowledge of:
• GMC/GDC regulations and revalidation processes
• UKVI compliance and eligibility to work checks
• Occupational health standards for healthcare workers
• Access NI / DBS safeguarding procedures
• Agency Workers Regulations (Northern Ireland) 2011
• IR35 and off-payroll working rules
• Familiarity with HSC/NHS digital systems (e.g., Encompass) and mandatory training requirements
• Strong administrative and record-keeping skills, with attention to detail
• Ability to work collaboratively within a structured framework and adhere to strict protocols
• Excellent communication skills and professional integrity
• Based in or able to operate effectively within Northern Ireland is preferred
