We have an exciting opportunity for a Senior Finance Business Partner to join the Finance and Performance Division of the Operations and Finance Directorate. This role provides a key finance professional and senior business partner within the Trust, supporting the Deputy Director of Finance in delivering an efficient and effective finance business partnering service.

Key responsibilities include:

  • Leading finance strategy, developing annual financial plans, managing performance, coaching finance teams, ensuring governance, and providing analysis to inform decision‐making across the organisation.

Detailed job description and main responsibilities:

  • Ensure that the finance business partner function is proactive and influential in contributing to the Trust’s strategic and operational plan, encouraging a culture of continuous improvement, innovation and professional excellence.
  • Provide expert professional financial, management and business advice covering all aspects of service delivery and enable a high standard of professionalism and efficiency across the finance business partnering teams.
  • Contribute to the development of the Trust Integrated Medium Term Plan (IMTP) and formulate short, medium and long‑term financial strategic plans.
  • Monitor and review plans, respond to changes in policy guidance and lead finance projects to develop new ways of working.
  • Input to the Oracle Finance System, oversee budget execution, monitoring and forecasting, and provide advice on the financial aspects of business cases and investment alternatives.
  • Develop detailed financial projections, manage operational budgets, prioritise and supervise delegated budgets, and support commercial opportunity analysis.
  • Work with NWSSP to ensure procurement best practice, and provide expert advice in contract negotiations and monitoring.
  • Work closely with the Deputy Director of Finance to build constructive relationships with decision‑makers in partner organisations and external stakeholders, including NHS organisations, Welsh Government, WHSSC, and the third sector.
  • Support commissioning and performance management processes and deliver persuasive and negotiated outcomes.
  • Produce complex reports and presentations, present to a wide range of audiences including the Trust Board, communicate sophisticated financial information in an easily understood manner, and facilitate consensus building.
  • Maintain professional development, adapt to new duties, and ensure compliance with health and safety regulations.

Person specification:

  • Qualifications and/or Knowledge: Fully Qualified Accountant CCAB (Consultative Committee of Accountancy Bodies), up to date on latest accounting standards and recommendations, leadership and management training/qualification and/or equivalent work experience, evidence of continuing professional development.
  • Experience: Significant post qualification experience in a Finance Business Partnering role, experience of dealing with multiple stakeholders with conflicting priorities, recruitment, management, supervision, setting workload, appraising and development of staff, experienced in developing and presenting formal, complex business cases to non‑finance managers and directors.
  • Desirable criteria: Project management experience and/or qualification, in-depth understanding of NHS Trust's financial controls, senior level NHS financial management experience.
  • Knowledge: Good understanding of NHS Wales accounting and reporting regime, extensive knowledge of accounting procedures and good practice, advanced and detailed knowledge of strategic and capacity planning.
  • Skills & Attributes: Ability to influence senior colleagues and budget holders to achieve positive outcomes, ability to provide leadership and direction, ability to think and act strategically, able to plan, prioritise and organise workload for self and departments, in complex and sensitive environments, ability to analyse work to identify continuous improvement opportunities, excellent written and verbal communication skills and the ability to challenge constructively, proven record of achievement in financial management, including advising professionals on a team basis, presentation confidence for large and small audiences and ability to explain highly complex financial information to non‑finance managers, strong analytical skills and advanced spreadsheet modelling/forecasting, proficiency with Microsoft Office, especially Excel (advanced), advanced keyboard skills, excellent negotiating skills and ability to work with a wide range of disciplines at all levels, ability to work well under pressure while maintaining high standards, willingness to travel to meetings across NHS Wales.
  • Desirable criteria: Leading large groups, experience of working in a commissioning environment.
  • Personal Characteristics: Ability to coordinate and motivate team members and make effective use of resources to analyse and evaluate solutions, self‑motivated, innovative thinker, diplomatic and assertive, methodical and well‑organised, prioritising and consistently delivering accurate work to strict timelines, excellent verbal and written communication across all levels, influencing outcomes, ability to deputise for the Deputy Director of Finance when required and work confidently with the Executive Management Team/Board of Directors and Senior Management Teams.
  • Desirable criteria: Welsh Speaker.
