Job Overview
To ensure the provision of a comprehensive capital planning, advisory and accounting service to the Trust. The service includes preparation of the capital plan, monitoring and reporting variances, forecasting, provision of capital financial analysis for business cases and attendance at meetings related to financial management of the Trust.
Main Duties
- Provide an effective capital planning and accounting service to enable the Trust to deliver key projects.
- Act as professional finance lead for major capital projects, providing advisory and accounting services and ensuring high‑quality capital reporting.
- Analyse and report significant capital budget variances and manage capital slippage to meet the CDEL allocation.
- Hold regular meetings with Project Directors, Chief Information Officer, Estates Director and other finance teams to identify and provide capital management support.
- Work closely with the Central & North London finance team to produce plans and forecasts of capital expenditure.
- Ensure a smooth year‑end close of accounts and that the Capital Plan is produced on schedule.
- Collaborate with Functional Leads for Estates, Strategic Projects, ICT, Equipment and General Managers to share information, raise concerns and devise solutions.
- Train and guide departments on capital processes and controls.
- Comply with Standing Financial Instructions, Department of Health guidance, accounting standards and audit requirements.
- Keep the Assistant Director, Financial Services informed of all issues and variances.
- Attend strategic project meetings and report issues to the ADFS.
- Continuously review and develop systems and procedures to increase efficiency and comply with new guidelines.
- Critically evaluate business cases, tenders and cost pressures.
- Perform financial modelling and analysis using advanced spreadsheet skills, the Trust's ledger and other feeder systems.
Person Specification
Education / Qualifications
- CCAB or CIMA qualified accountant
Essential Skills and Abilities
- Presenting capital and related financial information in operational, project management and other forums.
- Highly developed technical analysis skills, with the ability to interpret, articulate and communicate findings.
Desirable Criteria
- Awareness of the public health sector's regulatory and funding framework.
