We have an exciting opportunity within our Finance and Performance Division of the Operations and Finance Directorate. The current opportunity on offer is for a Finance Business Partner - Financial Planning. We strive to deliver work to an exceptionally high standard and draw on best practice and innovation. This role encompasses Agile Working, with the office base being Capital Quarter 2 in Cardiff. There may also be a need to travel to other Public Health Wales sites on occasions.

Main duties of the job:

  • The Finance Business Partner will support the Head of Financial Planning in delivering the organisations strategic objectives through the development of robust and effective financial plans, financial management and financial governance.

Person specification:

You will be able to find a full Job description and Person Specification attached within the supporting documents. The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Qualifications:

  • CCAB qualified, equivalent to a Master's degree or equivalent qualification or equivalent level of knowledge and skills.

Experience:

  • Experience of working in a financial environment at a senior level in a large complex organisation.
  • Experience of working with non-financial senior managers.
  • Staff management experience.
  • Providing financial training to non-financial managers.
  • Management accounting experience.
  • Involvement in developing business cases.

Desirable criteria – Experience:

  • Experience of working in the NHS.
  • Management accounting experience within the NHS.

Skills & Attributes:

  • Excellent Communication skills - both written and verbal.
  • Strong Interpersonal skills.
  • Excellent Analytical and Numerical Skills.
  • Excellent IT skills, including experience in all Microsoft applications and computerised financial accounting systems.
  • Ability to work under own initiative.
  • Ability to demonstrate understanding and application of our workplace values, together with the underpinning behaviours identified for success in this role.
  • Methodical and organised approach to work.
  • Ability to work and make decisions under pressure.

Desirable criteria – Skills & Attributes:

  • Familiar with the Oracle financial system.
  • Aware of NHS Finance issues.
  • Welsh Language Skills are desirable at levels 1-5 in understanding, speaking, reading, and writing in Welsh.

The salary scale shown is for a full-time member of staff, with the amount being adjusted pro rata for those working less than 37.5 hours per week. In general, anyone joining our Trust who has not previously worked in the NHS will, by default, start on the first point of the advertised pay band. Pay progression will then be determined by annual Performance and Development Reviews in accordance with the NHS Wales Pay Progression Policy.
