We are looking to appoint an experienced Estates & Facilities Compliance, Contracts and Assurance Manager (Band 8a) to play a pivotal role in strengthening estates governance, statutory compliance and commercial management across the Trust.
Location: Pride House, Basildon. Hours: 37.5 per week. Salary: £57,528 – £64,750 per annum.
Responsibilities
- Lead and own the compliance, commercial and assurance framework for Estates & Facilities (E&F), covering hard and soft FM services across the Trust.
- Provide strategic and operational leadership across the full contract lifecycle – specification, procurement, mobilisation, governance, performance management and financial control – and for all statutory estates/M&E compliance and assurance activities.
- Act as the single point of contact for departmental FOI requests, working with SMEs to collate and return information.
- Lead key Estates & Facilities safety and assurance forums (including EMAG, FMAG and EFGAG) and serve as a principal liaison with regulators and inspectors.
- Oversee PAM and ERIC inputs, FOI responses for the department, and the integrity of compliance‑related data within CAFM/EAM and other systems.
- Line‑manage the E&F Contracts Manager, E&F Governance & Assurance Officer, Finance Assistant and Driver/Stores person, ensuring services are delivered safely, cost‑effectively and in line with NHS and Trust standards.
- Provide robust evidence and reporting to senior leaders, committees and regulators.
Qualifications
Education (Essential) – Degree or equivalent qualification in engineering, facilities management, construction, estates management, business management or a related discipline; OR substantial demonstrable experience at a senior level in estates/facilities compliance and contract management.
Education (Desirable) – Postgraduate qualification or additional specialism in estate/facilities management, project management, or procurement.
Knowledge (Essential) – In‑depth knowledge of NHS estates standards, health and safety legislation (including fire safety legislation), HTM requirements, and statutory compliance obligations.
Knowledge (Desirable) – Knowledge of ISO standards, environmental sustainability practices, and energy management in healthcare settings.
Skills/Experience (Essential) – Significant senior experience delivering contract lifecycle management for both hard and soft FM services within complex organisations (preferably NHS or public sector).
Skills/Experience (Desirable) – Experience of managing FOI/EIR requests or similar information governance processes.
