Job overview

This post is secondment for until 31st March 2027 in line with available funding.

This role provides national leadership for the implementation of the Welsh Government Review of Statutory and Mandatory Training (2025) Programme on behalf of HEIW, resulting in consistent, high‑quality adoption across NHS Wales.

The postholder will work in social partnership take forward the recommendations of the review into Statutory and Mandatory Training commissioned by WG as a strategic lever for system‑wide transformation, through delivery of a more efficient, high-quality and workforce-aligned essential learning system that reduces duplication, enhances capability and creates a transparent, strategic and evaluative approach to essential learning across NHS Wales. A core focus of the role is to create a clear, evidence-based approval process and structured national oversight, address the Review’s findings on weak quality assurance and outdated one-size-fits-all models and resolve the review’s technology barriers and introduce for the first time, built-in analytics and learner feedback that enable national measurement of effectiveness.

· Provide national strategic leadership for the implementation of the Statutory and Mandatory Training Review across NHS Wales, ensuring consistent, high‑quality adoption and alignment with national workforce priorities.

· Use the review as a core system lever to drive sustained improvements in NHS approach to statutory and mandatory training,

· Act as the national subject matter expert and assurance lead, providing strategic advice, challenge and support to NHS Wales organisations, informed by evidence, learning from early adopters and alignment with UK and wider best practice.

· Lead the design and oversight of a robust national approach to evaluation, metrics and key performance indicators, evidencing implementation progress, impact and return on investment at organisational and system level.

· Establish and lead effective programme governance arrangements, ensuring delivery against agreed milestones, proactive risk management and clear accountability for outcomes.

· Develop and lead a comprehensive national engagement and communications approach, building understanding, commitment and ownership among senior stakeholders as implementation matures.
