It is the responsibility of the HSE Estates and Facilities Management Team to ensure everyone in the organisation has the office and laboratory facilities they require to work efficiently and effectively in delivering the varied functions of HSE. We support over 3,000 colleagues working in a hybrid style both at home and in 26 locations across Great Britain.
The Estates and Facilities Management Team report to the Director of Finance and Corporate Services within Planning, Finance and Procurement Division. HSE’s estate portfolio is extensive, with 25 offices in England, Scotland and Wales and a world-class Science and Research Centre near Buxton, England. Our offices range in size from supporting a half dozen staff in Inverness, to our head office in Bootle, Merseyside which has capacity for over 3,000 people. Our Estate Strategy includes retaining a regional presence in support of our GB regulatory role and working closely with the Government Property Agency to continue to drive best value for money for HSE. Other than the head office and science and research centre, HSE is mainly a tenant in civil estate and the role includes actively managing these relationships.
We are a learning team, and everyone is encouraged to undertake training and support the professionalisation of this function. Please note your portfolio for this role will initially cover our Northern sites from Birmingham up to Inverness and there is a requirement to travel regularly to the locations within your portfolio. Due to a team restructure, and for operational requirements, you may also be asked to cover another region in the future, or to assist at any of our locations on an ad hoc basis. Attendance will also be required at our Bootle HQ for team meetings.
You will be one of three senior property managers with direct responsibility for the management of the relevant allocated regions; delivery of associated estate events and projects; monitoring of facilities management performance; identifying continuous improvements; contributing as a member of the senior estates team; line management of individuals and deputising for the Head of Estates and Facilities Management.
As Part Of Your Role You Will:
- Be the first point of contact for and lead on facilities management and related projects for a portfolio of buildings within the HSE estate.
- Approve planned and reactive maintenance requirements within your financial delegation and ensure timely delivery.
- Monitor FM service performance at the various sites and work with third-party suppliers and local HSE leads to ensure key performance indicators are met in accordance with the contractual agreements.
- Regularly attend sites for discussions with landlords/tenants/local HSE colleagues and to ensure the buildings meet their statutory compliance requirements as well as to facilitate wider reporting.
- Develop options for value for money savings across the function and develop proportionate business cases for approval by HSE’s Executive Committee.
- Support HSE’s environmental and sustainability initiatives, positively contributing to HSE delivering its Greening Government Commitments 2025-2030.
- Contribute to future strategy and business improvement initiatives as a senior member of the Estates and Facilities Management Team.
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 28 hours per week.
Essential Skills And Criteria:
- Have experience in facilities management with a background in hard and soft FM service delivery within the public or private sector.
- Have knowledge of the statutory compliance requirements for buildings.
- Have experience of planning, managing and successfully delivering estate and FM projects to time and budget.
- Experience in managing budgets including service charges and developing estate related business cases.
- Ability to build strong, trust-based relationships with multiple internal and external stakeholders – demonstrating the communication skills, impact and gravitas to effectively collaborate, challenge assumptions and influence decisions.
Qualifications:
- A relevant facilities management qualification - e.g. IWFM level 4 or 5, or willingness to train towards. Or demonstrable equivalent relevant experience.
