Overview
Health and Safety Executive (HSE) is the independent regulator for work‑related health and safety. We act in the public interest to reduce work‑related illness, death and serious injury across Great Britain’s workplaces.
We are looking for a Personal Performance post in HSE’s central finance division (PFPD) that will take direct responsibility for the delivery of the cost recovery / invoicing function for the Building Safety Division (BSD). Extensive knowledge transfer and training will be required from the existing Bootle‑based team, with attendance for 3–5 days per week during the training period and ongoing face‑to‑face collaboration to ensure consistency in process and development across the various income regimes.
Working Pattern
Part‑time working hours are available. Applicants must be able to commit to a minimum of 30 hours per week. The Building Safety Regulator (BSR) will soon become an Arm’s Length Body (ALB) of the Ministry for Housing, Communities and Local Government, moving out of HSE. Successful candidates will initially be onboarded to HSE, with a transfer to the new NDPB in due course.
Responsibilities
- Produce invoices for BSD services in the most efficient and cost‑effective manner and handle subsequent queries from internal and external stakeholders.
- Work with officials from the Fire & Rescue Service and Local Authorities to ensure timely reimbursement for their services when commissioned by the BSD, including extracting data from Dynamics and monthly reporting and reconciliation.
- Reconcile receipts using the relevant systems and resolve invoicing queries.
- Work collaboratively with SSCL (the shared services provider) to identify unallocated payments, ensuring prompt action and updating records.
- Receive and respond to emails and calls on invoicing and debt‑related activity.
- Deal with ad‑hoc tasks within the wider cost recovery team, providing support and cover for other income regimes.

Security and Checks
Successful candidates must undergo a criminal record check. Those handling government assets must complete baseline personnel security standard checks.
As part of pre‑employment checks, HSE’s Recruitment Team will verify details against the Internal Fraud Hub (IFH). If a candidate is on the database, they will be refused employment. Appeals can be made via internal.fraud@cabinetoffice.gov.uk.
Nationality Requirements
- UK nationals
- Nationals of the Republic of Ireland
- Nationals of Commonwealth countries with the right to work in the UK
- Nationals of the EU, Switzerland, Norway, Iceland or Liechtenstein and family members with settled or pre‑settled status under the EUSS, or who have applied for such status
- Individuals with limited leave to remain or indefinite leave to remain who were eligible to apply for EUSS on or before 31 December 2020
- Turkish nationals and certain family members who have accrued the right to work in the Civil Service
Qualifications
- Previous experience of invoicing, debt recovery or reimbursement.
- Competent MS Office skills, particularly Word and Excel.
- Good organisational and planning skills to enable delivery to a strict timetable, following a defined process.
- Effective communication and influencing skills, both internal and external.
- Previous telephony experience.

Salary and Benefits
Salary: ÂŁ31,657 per annum.
