Overview

The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Arms Length Body (ALB) of the Ministry for Housing, Communities and Local Government (MHCLG) and will be moved out of HSE. It has been confirmed that the ALB will be a Non‑crown, Non‑Departmental Public Body (NDPB) and its employees will be Public Servants rather than Civil Servants. Any successful candidate recruited to this vacancy will initially be onboarded to HSE, with a move to the new NDPB to be undertaken in due course.

The Building Safety Regulator (BSR) is at the forefront of transforming how buildings are designed, constructed and maintained, helping to ensure that people are safe and feel safe in their homes. We are seeking a motivated and organised Executive Officer (EO) to support day‑to‑day operations that help the Division run efficiently and effectively.

Working Pattern

Part‑time working hours are available for this role. We can accept part‑time applicants who can commit to working a minimum of 30 hours per week.

Travel

As part of the role you may occasionally be required to attend any of the HSE office locations and may need to travel overnight. Travel and subsistence will be paid for.

Roles and Responsibilities

  • Work alongside policy, regulatory, programme and business change colleagues and provide support to the secretariat team.
  • Act as part of the supporting administration team for the committee secretariat, distributing papers to stakeholders on their behalf and maintaining the central log of information.
  • Provide administrative support to the wider team and support with various meetings when needed.
  • Occasionally work alongside a variety of professions and support engagement work with influential forums both internally and externally.
  • Support the set up and maintenance of information systems to support the committee secretariat function.
  • Schedule relevant Committee and Resident Panel meetings and maintain a central log of all agendas, keep an accurate record of meetings, an audit trail of decision logs, action logs and papers.
  • Work collaboratively with a network of colleagues and contacts to ensure all committee actions are completed by the relevant action owner.
  • Monitor any central secretariat inboxes; commission, collate and distribute meeting notes, papers and reports in a timely manner.
  • Conduct data analysis and compile information from a variety of sources.
  • Maintain internal processes and procedures for monitoring and assurance and support senior colleagues.

Requirements and Qualifications

  • Effective organisational skills, with the ability to manage multiple priorities, tasks and deadlines in a fast‑paced environment whilst maintaining a customer‑service and quality‑focused mindset.
  • Time‑management and planning skills.
  • Willingness to develop knowledge and skills through relevant work‑related training and experience (e.g., in‑house training and/or structured programme related to operational delivery).
  • Desire to develop awareness and knowledge of the BSR and HSE work and organisational structures.
  • Proficiency in the use of all Microsoft Office Packages including MS Word, Excel, PowerPoint and Outlook.

Security & Eligibility

Successful candidates must undergo a criminal record check. People working with government assets must complete baseline personnel security standard checks.
