Location: Glasgow - 1 day per week
Initial contract until: 30/09/26
Outside IR35: ÂŁ500 - ÂŁ600 per day
Are you a strategic, relationship‑driven professional with a passion for public‑sector collaboration and digital transformation? We’re supporting the search for a Business Development Manager for our Public Sector client to lead the discovery, qualification and progression of partnership opportunities that will drive sustainable growth across our clients IT & Digital shared Services.
In this pivotal role, you’ll build trusted relationships across government, work closely with internal digital and technical teams, and shape opportunities that are affordable, deliverable and aligned to governance, assurance and cyber‑resilience requirements.
Key Responsibilities- Identify and qualify new public‑sector partnership opportunities through structured market, sector and policy analysis.
- Build and manage a pipeline of prospective partners from early discovery through to structured exploration.
- Lead early engagement with senior stakeholders to understand organisational needs and clearly articulate the services value proposition.
- Collaborate with internal teams (architecture, cyber security, service management, finance and assurance) to assess capacity, risk and readiness.
- Prepare clear, evidence‑based documentation, including business cases, options papers and recommendations for governance boards.
- Ensure all opportunities follow agreed governance pathways and support controlled, sustainable service growth.
- Demonstrated experience in business development, partnership development or strategic engagement within the public sector or a complex multi‑stakeholder environment.
- Strong understanding of public‑sector governance and partnership working.
- Experience developing business cases, value propositions or options papers.
- Confidence engaging and influencing senior stakeholders without direct authority.
- Excellent communication and stakeholder‑management skills.
- Experience within shared services, digital, IT, or transformation environments, with awareness of cyber security and service management.
