The Rota Fulfilment Lead plays a critical role in ensuring our healthcare clients receive a reliable, efficient, and high-quality staffing service that supports safe and effective clinical operations. As the operational lead for rota fulfilment, you will take ownership of ensuring all shifts across multiple services are filled on time, with the right people, and in full compliance with contractual and regulatory standards.
You will manage day-to-day fulfilment activity, oversee workflows within our rostering systems, and act as the central point of escalation for complex or urgent staffing issues. Reporting to the Head of Workforce, you will collaborate with internal teams and external partners to forecast demand, address staffing risks, and optimise workforce utilisation.
You will use data insights, fulfilment KPIs, and system-based analytics to identify trends, drive continuous improvement, and enhance the effectiveness of our fulfilment processes. This role requires strong leadership, exceptional organisational skills, and the ability to balance fast-paced operational demands with a focus on accuracy, service quality, and proactive problem-solving.
As an expert in rota fulfilment, you will also play a key part in developing team capability, embedding consistent standards, and supporting improvements across workflows, systems, and ways of working.

- EDUCATION, QUALIFICATIONS AND TRAINING
- Bachelors degree or equivalent experience in Business, HR, Informatics or another relevant subject.
- Evidence of formal management or leadership training courses.
- Strong background in rota management of a flexible/contract-based workforce.
- Experience in leading and developing teams.
- Demonstrable experience in managing multiple projects and internal stakeholders.
- A good understanding of NHS employment standards and clinical governance requirements.
- Excellent communication, negotiation and interpersonal skills.
- Proven experience of developing and maintaining effective recruitment KPIs.
- Experience of developing KPIs and conveying key messages about team performance and productivity in a compelling and concise manner.
- Proven analysis and judgmental skills, including interpretation of large datasets.
- Coaching and mentoring skills.
Within this position, you will mainly be:
- Operational Leadership & Team Management
- Lead and oversee day-to-day rota fulfilment operations to ensure all client rotas are effectively staffed.
- Manage, coach and develop rota coordinators/fulfilment staff, ensuring consistent performance, workload management and adherence to best practice.
- Act as the first escalation point for urgent staffing gaps, system issues and fulfilment challenges.
- Foster a high-performance culture that champions continuous improvement, collaboration and service excellence.
- Ensure staffing gaps across all client services are accurately identified, prioritised and filled in a timely manner.
- Oversee workflows to ensure shift allocations are compliant with rostering rules, contractual requirements and workforce policies.
- Monitor real-time demand and coordinate rapid cover where last-minute absences or service pressures occur.
- Maintain visibility of fulfilment performance and proactively manage risk.
- Oversee use of rostering systems to ensure all data, rules and workflows are accurate, up-to-date and consistently applied.
- Ensure high-quality data entry, audit readiness and system integrity.
- Support system enhancements, workflow improvements and adoption of new technologies in partnership with the rostering systems team.
- Build strong operational relationships with Resourcing, Onboarding and Insourcing teams to ensure rota requirements are fully understood and met.
- Communicate fulfilment risks, staffing constraints and mitigating actions clearly and proactively.
- Produce fulfilment KPI reports, including fill rates, staffing gaps, late changes and utilisation trends.
- Analyse patterns in demand, staffing behaviour and fulfilment challenges to identify service improvements.
- Provide clear insights and recommendations to the Head of Workforce.
- Support the Head of Workforce by contributing to workforce reports.
- Train rota staff on fulfilment processes, system functionality and best practice standards.
- Support onboarding of new team members to ensure consistent capability and knowledge across the team.
- Lead fulfilment-focused service improvement initiatives and contribute to broader workforce optimisation projects.
- Support implementation of new workflows, processes and system changes to enhance service efficiency and quality.
