Your new role

This is a substantial role within one of the Council's largest frontline services. The Maintenance & Contracts team manages an annual investment of approximately 25 million, maintaining and improving around 8,000 homes, including 15 sheltered housing schemes and four Homeless Families Units. As Principal Manager, you will lead the Safety and Compliance team, taking responsibility for ensuring the Council's homes meet regulatory requirements and that residents remain safe.

A key focus will be overseeing the homeowner's core compliance areas, including:

  • Fire safety
  • Gas safety
  • Electrical safety
  • Asbestos
  • Water safety
  • Lifts and LOLER
  • Emergency lighting
  • Alarm systems
  • Damp and mould

You'll also oversee hazards identified through HHSRS stock condition surveys and ensure appropriate action is taken in relation to Awaab's Law and the Decent Homes Standard. It's an opportunity to combine strategic leadership with operational delivery, driving high standards while developing services that have a direct impact on people's homes and lives.

What you'll need to succeed

We're looking for an accomplished property, housing or compliance professional who can provide confident leadership in a complex operational environment. You'll ideally bring:

  • Significant experience within a comparable housing, property, asset management or compliance environment
  • Strong knowledge of regulatory requirements relating to safe and compliant homes
  • Experience of leading and developing teams
  • Experience of budget management
  • A degree-level qualification and/or membership of an appropriate professional body
  • Experience of business planning, change management and continuous improvement
  • Health & Safety experience and/or relevant qualifications
  • The ability to operate credibly at senior management level while maintaining a clear focus on residents and service delivery

What you'll get in return

Alongside the opportunity to influence a high-profile housing service, the Council provides a strong public-sector reward package. Benefits include:

  • 27 days' annual leave, rising to 32 days after five years' continuous Local Government service, plus eight bank holidays for Grade 8+ employees
  • Membership of the Local Government Pension Scheme (LGPS), including employer contributions, inflation-linked benefits and life cover of three times salary
  • Hybrid and flexible working options, including compressed and annualised hours where appropriate
  • Free gym and swimming membership
  • Free travel on Ipswich Buses
  • 75% discount on selected First Eastern Counties pre-paid bus tickets
  • 60% discount on Greater Anglia season and flexi-season tickets, treated as a taxable benefit
  • Subsidised parking for work and leisure
  • Cycle purchase scheme
  • 24/7 confidential Employee Assistance Programme
  • Professional and vocational qualifications, coaching, mentoring and management development opportunities
  • Lifestyle and employee discounts
  • A potential relocation package of up to 8,000 for eligible employees

The Council is also a Disability Confident Employer, with candidates who declare a disability and meet the minimum essential criteria guaranteed an interview.
