Your new role: You'll be joining one of the UK's leading housing, care, and property-management organisations, owning or managing a high volume of homes and delivering award-winning services to people across multiple local authorities with a spend in excess of £450 million per-annum. The successful candidate will oversee the build of some 6000 residential homes across the central belt - this category is the largest of the Association's portfolio.
You'll be joining a Procurement Team whose Head Office is based in Glasgow, and they play a key role in delivering quality services and value-for-money across Central Scotland. With strategic operations across Glasgow, Edinburgh, Dumfries and Galloway, West Lothian, East Lothian, and West Dunbartonshire. Whilst this role comes with Hybrid working due to the nature of the operation, there is a requirement to visit sites on an adhoc basis working with leading House Builders, CCG, Cruden Cala Homes, Barratt, Avant & MacTaggarts. You will be involved from inception to handover, allowing the preferred candidate to ensure maximum value for money, quality and standards, achieving a 99% rating in a recent external audit.

Role responsibilities include:
- Develop and implement procurement strategies using strategic sourcing, best practices, and strong commercial and contractual skills.
- Manage the end-to-end procurement process for New Build and Construction projects.
- Support the delivery of capital and investment works across the Group.
- Create and manage Group frameworks, ensuring effective processes and procedures are in place.
- Maximise commercial competition in-line with Public Sector procurement legislation.
- Ensure high standards and value-added outcomes in developer-led and Section 75 housing delivery.
- Collaborate with internal and external stakeholders to support strategic housing and construction goals.
- Lead procurement for major construction-related contracts, including: Group New Build framework, Investment works packages, Renewal contracts - to ensure effective cost management and savings where possible.
You'll use strategic sourcing and commercial expertise to drive value, particularly in developer-led and Section 75 housing delivery, ensuring high standards and impactful outcomes.
What you'll need to succeed: We're seeking an experienced Procurement Category Specialist to shape and implement procurement strategies that support our expanding new-build and investment programmes. A strong background in procurement. Knowledge and understanding of construction contracts. Experience with procuring: A Group New Build framework, Investment works packages, Renewal contracts. MCIPS qualification (essential) or currently working towards it. Public Sector experience (essential). Degree-level education (desirable).
