Principal Asset Estate Surveyor – MRICS Corporate Property : Local Authority Hybrid work – 2 days in County Hall ABOUT THE ROLEWe are seeking an experienced Disposals & Asset Estate Surveyor to proactively lead, direct and deliver disposal and L&T activity across the Council’s estate, with particular responsibility for the Investment programme.
The portfolio is varied and spans offices, industrial and distribution premises, a rural estate, development land and non‑property investments.
In addition, the role oversees disposals and acquisitions arising from the rationalisation of the Council’s operational estate, ensuring best consideration is achieved in line with Section 123 of the Localernment Act 1972.
MAIN DUTIES Develop and produce asset management and investment strategies and programmes.
Identify surplus and under-performing assets and develop appropriate value-add initiatives and/or disposal plans.
Undertake rigorous financial andmercial appraisals to assess feasibility and ensure value for money solutions for new lettings, rent reviews, renewals, refurbishments etc.
Leadmercial negotiations with key stakeholders, developers, partners etc, and achieve the best oue for the Council.
- Lead acquisition, disposal and investment strategies.• Undertake financial andmercial appraisals.• Leadplex negotiations where required.• Ensure assets are fit for purpose and deliver best consideration.• Coordinate consultants, stakeholders and legal advisers.• Embed best practice and continuous improvement.• Oversee budgets, resources, pliance and informationernance.
QUALIFICATIONS• Relevant Degree plus MRICS and Register valuer would be desirable.
EXPERIENCESignificant post-qualification experience in the asset management of a wide range of land and property, both leasehold and freehold Significant experience in Landlord and Tenant matters, including law, principles, negotiation, valuation Significant experience of the investment market and analysing data to understand current conditions and trends Good working knowledge and experience of advising on investment acquisitions and development appraisals Significant knowledge and experience in dealing with the appointment and monitoring of external agents and solicitors Relevant Localernment experience Significant experience in valuing a broad range of different types of property KNOWLEDGE• Property disposals, acquisitions and strategic planning.• Landlord and tenant law and planning legislation.• Public sector environment and localernment transformation.
