With an ambitious capital programme and a strong focus on long-term financial sustainability, this organisation is seeking an experienced finance professional to provide specialist expertise and strategic leadership across capital finance.Your new role Reporting to the senior finance leadership team, you will act as the organisation's technical lead for capital finance, providing expert financial advice, challenge and analysis to support strategic decision-making and major investment programmes. This is a high-profile role with responsibility for leading all aspects of capital accounting and capital programme management, ensuring the organisation maintains a robust capital finance framework and remains fully compliant with legislative and regulatory requirements. As the subject-matter expert for the Prudential Code, Capital Financing Requirement (CFR), Minimum Revenue Provision (MRP), borrowing and capital financing, you will provide specialist guidance to senior leaders and key stakeholders on significant capital projects, business cases and investment decisions. You will develop and maintain the Capital Strategy, support long-term financial planning, strengthen capital reporting, governance and financial controls, and deliver complex financial modelling and option appraisals. The role also encompasses supporting treasury management activities, assessing the financial implications of borrowing decisions, leading and developing finance staff, and driving continuous improvement across finance systems, processes and reporting to ensure the successful delivery of an ambitious capital programme.What you'll need to succeed You will ideally be a CIPFA, ACCA, CIMA or ACCA qualified accountant, though AAT will be considered, with experience of working as a capital finance professional with specialist expertise in capital finance within the public sector.
