I am recruiting for an Interim HSE Compliance Officer to support a large public-sector organisation across a diverse estate portfolio throughout the Liverpool City Region. This is a varied, hands-on position combining estate health & safety compliance, contractor management and construction/CDM activity across multiple operational sites.
You will work closely with estates, property, engineering and operational teams to ensure health & safety standards are maintained, statutory compliance requirements are met and contractors are operating safely across the portfolio.
Key Responsibilities
- Support the management of health & safety compliance across a multi-site estate.
- Monitor key areas of statutory and estate compliance, including asbestos, fire safety, Legionella and confined spaces.
- Undertake site inspections, plant inspections and general health & safety audits.
- Identify non-conformances and ensure appropriate remedial and improvement actions are progressed.
- Support accident, incident and near-miss investigations and recommend appropriate corrective actions.
- Monitor contractor health & safety performance and undertake contractor/site inspections.
- Review contractor documentation including RAMS, Safe Systems of Work (SSOW) and other relevant H&S information.
- Support construction, maintenance and refurbishment projects across the estate.
- Assist with duties and compliance requirements under the Construction (Design and Management) Regulations 2015.
- Support the preparation, review and management of pre-construction information.
- Work with internal stakeholders, contractors and project teams to ensure health & safety requirements are properly considered throughout project delivery.
- Provide practical health & safety advice to colleagues across estates, property and operational functions.
- Maintain appropriate compliance records and contribute towards ongoing H&S improvement activity.
About You
I am particularly interested in speaking with candidates who have experience within environments such as:
- Public-sector estates
- Asset or property management
- Facilities management
- Engineering and maintenance
- Construction
- Local government or other large multi-site organisations
You should have a good practical understanding of health & safety legislation and be comfortable working across operational sites rather than operating purely from an office-based compliance role. Experience of CDM 2015, contractor management, construction activity and estate compliance would be particularly relevant. You should also be comfortable engaging with a broad range of stakeholders, from operational teams and contractors through to project managers and senior stakeholders.
The Opportunity
This would suit an experienced H&S professional who enjoys a genuinely varied role and is comfortable moving between estate compliance, site-based safety, contractor management and construction/CDM projects. The initial assignment is expected to run for 6 months, with the potential for the position to develop into a permanent opportunity.
