Hays Property and Surveying are working with CESSA Housing Association on an exclusive basis to recruit a new Asset Manager based in Portsmouth. CESSA HA provides sheltered housing for ex-Service personnel aged over 60. It owns and manages nearly 300 rented, charitable flats divided across 8 schemes located mainly within the Portsmouth Harbour area, with two, further afield, in London and Cornwall. The organisation is currently going through an important period of change. As such, they are now looking to recruit a brand-new Asset Manager who will be responsible for all housing asset management and compliance across the portfolio. The role will be based at CESSA HA's Head Office located in Old Portsmouth, with hybrid working available. The role is initially being offered on a 2-year fixed-term contract basis. However, the requirement for the role to become permanent will be kept under review.
Your new role
As the Asset Manager, you will be responsible for overseeing all housing-related asset management and property compliance across the portfolio. You will work in liaison with the Housing and Services Manager to create the organisation's asset management strategy and the development of capital and revenue investment programmes, to ensure the houses are kept to a high level of condition and in line with regulatory standards, whilst meeting its commitment to their tenants.
Key Responsibilities
- Oversee and manage all housing-related asset management functions.
- Collaborate with the Housing & Services Manager on H&S and maintenance-related activities.
- Develop and implement the organisation's asset management strategy.
- Create and manage capital and revenue investment programmes.
- Use and collate Asset Management data to input into a data management system.
- Ensure compliance with regulatory standards.
- Be involved in managing housing repairs and maintenance, voids management, and major, planned, and capital works projects.
- Closely monitor current and changing housing legislation, ensuring appropriate actions are taken.
- Build and maintain rapport with tenants, scheme managers and external stakeholders.
What you'll need to succeed
- Preferably, hold a relevant professional qualification i.e. CIH, RICS, CIOB.
- Proven experience in asset management, particularly within the social and sheltered housing sector.
- Strong knowledge of housing-related asset management, H&S regulations, procurement legislation, and housing-related property law.
- Proven experience of developing and implementing asset management strategies.
- Experience of managing major, planned and capital works programmes.
- Proficient in collating and inputting data into Asset Management information systems.
- Excellent project management and organisational skills.
- Strong communication and stakeholder management skills.
