Seeking a Head of Construction Delivery for a Residential Development
Hays Property and Surveying are seeking a Head of Construction Delivery to join a progressive Local Authority based in Hampshire.
The Council is currently in the midst of delivering an ambitious and innovative residential-led mixed-use development consisting of 2,500 homes, community facilities and commercial space. Once completed, the development aims to be a place that holds the council’s core values at its heart. The project is now at a critical point, with the first phase of homes due to commence on site in the coming months, followed by additional phases currently at planning and design stages.
The Council have a designated project team of construction and development professionals, managing the programme from a client side perspective and performing as the interface between key council stakeholders and externally appointed consultant and contractor teams. The team are now looking to appoint a new Head of Construction Delivery who will be responsible for leading all construction management and delivery across the development. The role is being offered on a hybrid-working basis, with an expectation of attending the Hampshire-based council offices 2 days a week and site where required.
Your new role
As the Head of Construction Delivery, you will be fundamentally responsible for leading on the construction management, delivery and aftercare related functions across the entire development programme. This includes reporting to the Operational Board and providing leadership and operational oversight for the construction and aftercare management teams. The key objective of the role is to ensure that high standards are maintained, and you are providing significant input within the Project Leadership Team, that will contribute to the success of achieving key strategic outcomes and project milestones.
Key responsibilities will include:
- Lead all aspects of the construction management and the delivery of the development.
- Deliver quality works to agreed programmes and timescales.
- Lead a seamless handover process from build to sales and rentals.
- Lead on identification, procurement and appointment of internal and external teams and resources to manage and implement the delivery strategy.
- Lead on all off-site highways, landscape and utilities works.
- Lead on Carbon reduction and collaborative working through regular workshops.
- Build strong and lasting working relationships with both internal and external stakeholders.
- Work with the Project Director to review and update the construction and delivery strategy as the project progresses and the sales/rental market changes.
- Regularly review the construction budget on a parcel and overall project basis and ensure all planning and design works are on program and in line with the masterplan.
- Ensure the handover and flow of units and apartments are well managed and in line with the project trajectory.
- Recruit, develop and lead employees within the construction and delivery team.
- Proactively engage with existing and potential new supply chain partners.
- Functional and operational line management of staff as assigned by team structures.
What you’ll need to succeed
- A relevant degree in Construction Management or equivalent.
- Professional accreditation such as MCIOB / MRICS is desirable.
- Extensive knowledge and experience of managing and delivering large scale construction and development projects.
- A proven track record of delivery for projects of a similar scale and value, including residential development and civils infrastructure.
- A strong background in team leadership, line management, and reporting at board level.
- Strong knowledge of various building contract forms such as JCT / ICE / NEC.
- Sound knowledge of Construction Health & Safety.
- Be commercially driven and have excellent negotiation and business acumen skills.
