A respected public sector organisation is seeking an experienced Procurement Business Partner to join its procurement function. Working within a collaborative and fast-paced environment, you will support a wide range of stakeholders and play a key role in delivering compliant, transparent and value-driven procurement activity across goods, services and works contracts.
Your new role
As Procurement Business Partner, you will take ownership of a varied portfolio of procurement projects, ensuring all activity is conducted in accordance with Scottish public procurement legislation and organisational policies. You will lead end-to-end procurement exercises, develop procurement strategies, manage tendering activity, provide commercial and contractual advice, and support effective supplier and contract management.
Key responsibilities will include:
- Managing regulated procurement exercises from strategy development through to contract award.
- Preparing tender documentation, advertisements, contract notices and evaluation methodologies.
- Providing expert procurement and commercial advice to stakeholders across the organisation.
- Conducting supplier analysis, market intelligence and market research activities.
- Supporting contract management processes, including KPI development and performance monitoring.
- Producing procurement reports, spend analysis and management information.
- Working collaboratively with framework providers and other public sector bodies to maximise value and compliance.
What you'll need to succeed
To be successful in this role, you will have:
- Proven experience within public sector procurement, including regulated and above-threshold procurement activity.
- CIPS Level 5 qualification or be working towards achieving it.
- Experience developing procurement strategies across a range of commodities and services.
- Strong stakeholder management and relationship-building skills.
- Knowledge of supplier and contract management principles.
- Understanding of Fair Work First requirements and procurement evaluation methodologies.
- Strong analytical skills with advanced Excel capability.
- Excellent communication skills and the confidence to engage and influence at senior level.
Experience with framework agreements, supplier performance management and community benefits would be advantageous.
