Overview
In this role you support key financial decision-making within Moray Council’s Financial Services. You act as a trusted finance partner to budget holders and senior managers, delivering core accounting services across a broad portfolio while ensuring compliance and timely statutory reporting. You’ll prepare financial plans, business cases and reports, and lead on governance and financial management. This is a development-focused position in a collaborative, impact-driven environment with broad stakeholder exposure.

Responsibilities
- Deliver core accountancy services across a broad portfolio
- Act as trusted finance business partner to budget holders and senior managers
- Prepare annual accounts, financial planning activities, revenue monitoring, capital accounting, statutory returns and grant claims
- Provide financial advice and insight to support decision-making; ensure accuracy and compliance
- Prepare business cases, option appraisals and financial reports
- Support budget managers with financial management and governance responsibilities
- Supervise, develop and performance-manage finance support staff; drive continuous improvement
- Maintain high professional standards across the team
Key requirements
- Fully qualified CCAB or CIMA Accountant
- Proven UK accountancy experience
- Strong technical accounting knowledge; ability to interpret regulations and legislation
- Excellent communication and ability to explain complex information to stakeholders
- Highly organized; able to manage competing priorities and tight deadlines
- Strong relationship-building and stakeholder influence skills
- Experience in local government advantageous; other sectors with relevant expertise are encouraged
