A large Local Authority has an exciting temporary role. This interim role for 9-12 months is based in the Environment and Transport department and supports the Notice Processing Unit Manager in delivering civil parking enforcement, permit administration, camera enforcement and related customer services. Based at County Hall, the post combines operational supervision, legislative compliance, stakeholder engagement and team development. [1] [2] The role* Operational leadership: You will deputise for the Team Manager and oversee the day-to-day work of staff processing Penalty Charge Notices, residents' permits and camera-car enforcement. Responsibilities include assigning workloads, monitoring progress, supporting training and development, managing budgets, and ensuring debt-recovery activity meets legislative and local deadlines. [3] [4]* Policy and case management: Duties include maintaining procedures and information systems for permits and Penalty Charge Notices, handling Highway Management System enquiries, advising staff on appeals, preparing detailed case histories, supporting complex adjudication appeals and court hearings, and uploading Traffic Regulation Orders and related documents to relevant systems.* Performance and representation: The role involves team performance management, annual performance reviews, service reporting, statistical monitoring and preparation of reports for senior management, Cabinet, the Lead Member and PATROL. The post holder may also represent the department at meetings, hearings, user groups and forums, while responding to complaints, Freedom of Information enquiries, media enquiries and public queries. About you* Candidate requirements: You will have NVQ Level 4 or equivalent with recent team management experience - supervising staff and managing performance. Ideally, you will have knowledge of parking legislation, regulations and Council policies. The role also requires strong communication, negotiation, leadership, analytical, ICT and relationship-building skills, and the ability to meet tight timescales.
