Overview

In this role you will lead the Council’s property and land disposal programme, shaping how assets are managed and released to support public services and regeneration. You will work with the Head of Estates to prioritise surplus assets, develop disposal strategies and delivery plans, and provide professional guidance across a diverse portfolio. The role also covers broader estate management and landlord-tenant matters, collaborating with internal and external partners to drive capital receipts while delivering efficient estate services. This is a mission-driven opportunity in a large local authority with hybrid working and cross-team impact.

Responsibilities

  • Build and drive a prioritized pipeline of surplus and underperforming land and property assets for disposal
  • Formulate disposal strategies, option appraisals, valuations, and delivery plans
  • Lead property due diligence
  • Select disposal routes and oversee tenders, auctions and direct negotiations
  • Appoint and manage agents, valuers, solicitors and advisers
  • Assess bids and negotiate Heads of Terms
  • Drive transactions from agreement through exchange and completion
  • Track disposals, forecasts, risks and milestones against capital receipt targets
  • Prepare Cabinet reports, briefings and presentations
  • Manage landlord and tenant matters across the commercial portfolio
  • Lead community asset transfers

Key requirements

  • MRICS/FRICS (full member)
  • Degree in property / estate management
  • Strong experience in commercial property and land disposals
  • Experience in structuring and progressing complex land and property transactions
  • Experience in rent reviews and lease renewals
  • Knowledge of landlord and tenant legislation
  • Experience in Local Government preferred but not essential
  • Strong communication and stakeholder relationship skills
