Hays are delighted to be partnering with a progressive local government organisation to recruit a Procurement Portfolio Officer to join their expanding procurement function. This is an excellent opportunity to join a newly established team and play a key role in delivering strategic procurement and contract management activities across a diverse range of services As Procurement Portfolio Officer, you will be responsible for managing procurement activity and contract management within an assigned directorate, ensuring compliance, value for money and strong stakeholder engagement. You will work closely with internal stakeholders to develop procurement plans, provide procurement advice, support tendering activities, manage supplier relationships and identify opportunities for savings and continuous improvement. Developing and managing procurement pipelines and annual procurement plans Managing a portfolio of contracts and leading contract review activities Providing expert procurement guidance on tenders, quotations, frameworks and procurement procedures Analysing spend and market data to support procurement strategies and compliance Building strong relationships with internal stakeholders and suppliers Supporting training delivery and promoting procurement best practice across the organisation Identifying and mitigating procurement risks while maintaining compliance with relevant legislation and policies A minimum of 2 years' experience within a procurement role Good knowledge of procurement legislation, contract management and procurement processes Experience developing procurement policies, guidance or training materials Strong stakeholder management and relationship-building skills A full UK driving licence and access to transport (or an alternative method of meeting the travel requirements of the role) Opportunity to join a growing procurement function with genuine scope to influence and improve processes Exposure to strategic procurement and contract management activities Ongoing professional development opportunities Hybrid and flexible working arrangements Competitive salary and comprehensive benefits package Hays Specialist Recruitment Limited acts as an employment agency for permanent recruitment and employment business for the supply of temporary workers.
