Your new company

The services of Hays have been retained by our client, an established Housing Association based in Belfast, to recruit an interim Director of Asset Management on a temporary contract basis for a period of c. 6-12 months with the possibility of further extension. It is envisaged that this role will be recruited by the Association on a permanent basis in due course. With an active development programme, the Association has a footprint across NI and manages a stock consisting of sheltered schemes and general needs homes.

Your new role

Reporting to the Chief Executive, you will be responsible for the effective maintenance and asset management of Association homes; for delivering high-quality, customer-focused and value for money services to residents and for leadership of the Assets team. This will include:

  • Ensuring that all properties are maintained to a high standard in compliance with the Association's policies and procedures, and DfC regulatory standards.
  • Preparing budgets and managing resources to deliver optimum performance, customer and business outcomes, and value for money.
  • Managing and developing the Assets team to deliver an effective and consistent service.
  • Closely monitoring key contracts, ensuring KPIs are being met cost effectively, including the general maintenance MTC (Measured Term Contract).
  • Identifying early unsatisfactory performance by contractors, assertively employing appropriate strategies to quickly rectify shortcomings.
  • Leading in the development and implementation of an Asset Management Strategy and associated long-term investment plan.
  • Managing the Stock Condition Survey, ensuring that it is regularly updated.
  • Ensuring that the annual planned maintenance programme is aligned with the Asset Management Strategy and is effectively delivered.
  • Ensuring adherence to the highest standards in Health & Safety.
  • Ensuring compliance with legal and regulatory Health & Safety requirements, especially relating to gas, water, asbestos, fire, electrical and construction site safety.

What you'll need to succeed

To be considered for this role, you must possess:

  • A third level qualification in a relevant subject with a minimum of five years' experience in a housing, building or related field, or;
  • A minimum of eight years' experience in a housing, building or related trade or field with the ability to demonstrate extensive experience in the management of maintenance services.

Additionally, you will have:

  • Experience of managing maintenance services.
  • Experience of leading a staff team.
  • Experience in contract management.
  • Experience in budget setting, forecasting and control.
  • The ability to produce board reports, business cases and presentations.
