Your new company The services of Hays have been retained by our client, an established and growing Housing Association, to recruit a Development Officer on a permanent basis to assist with their long-term growth plans. Your new role Reporting to the Head of Development, you will assist with the delivery of high quality homes, which will involve all aspects of development from inception to handover and final closure, encompassing feasibility, design, planning, construction and project management / delivery management. This will include: Assisting in all aspects of control and supervision of projects within the development the need for housing provision and preparing project applications (e.g. surveys, valuations, economic investment appraisals).Coordinating the process of scheme design, detailed design, preparation of contract documentation, planning negotiations and reviewing and assessing contract performance, expenditure and and recording contractor and consultant defects in conjunction with the Asset Management in monitoring consultants to ensure that the brief is met, costs contained, and that optimum standards are any non-performance issues within the design team. What you’ll need to succeed To be considered for this position, you should possess: A Degree qualification (or equivalent) in construction / property development or related field with a minimum of 2 years’ relevant experience gained in the last 5 years of delivering new build/social housing, or;An HND/HNC qualification (or equivalent) in construction / property development or related field (or working towards this) and a minimum of three years’ relevant experience in the last 5 years of delivering new build/social housing. Additionally, you should have: Experience of development scheme feasibility studies and financial appraisalsExperience of negotiation and co-ordination of building contracts Productive interpersonal and communication skills with the ability to relate to a wide range of stakeholdersExperience of the construction process and in construction project management, including NEC Contracts and/or Development Agreements.
