HR Systems & Transformation Lead

A government organisation is seeking an experienced HR Systems & Transformation Lead to drive the delivery of key HR technology and process improvement initiatives.

This is an exciting opportunity to lead the implementation of a new Applicant Tracking System (ATS) and candidate sifting capability, while helping shape broader improvements across HR systems, recruitment processes, and operational efficiency.

This role would suit a hands-on HR transformation professional who thrives in fast-paced environments, can quickly establish structure and governance, and has a track record of delivering complex HR systems projects.

Key Responsibilities

  • Lead the end-to-end implementation of a new ATS and candidate sifting solution.
  • Develop and manage project plans, governance frameworks, timelines, risks, and reporting.
  • Work closely with HR, organisational development, procurement, IT, and external suppliers to ensure successful delivery.
  • Drive process improvement across recruitment and HR operations.
  • Lead supplier engagement, procurement activities, and stakeholder management.
  • Ensure solutions align with business needs and deliver value for money.
  • Champion continuous improvement, automation, and best practice across HR systems and processes.

About You You will have

  • Proven experience leading HR systems implementations or HR transformation programmes.
  • Strong understanding of HR systems, integrations, and data flows.
  • Experience delivering projects using Agile, Waterfall, or hybrid methodologies.
  • Excellent stakeholder management and communication skills.
  • The ability to influence senior stakeholders and drive delivery through others.
  • Confidence working alongside technical teams and external vendors.

  • Experience optimising HR systems through process design and configuration.
