Hays are partnered with a reputable public-sector organisation in the heart of Liverpool to help recruit an experienced procurement specialist to join their growing team for an initial period of 6 months, with the potential for a permanent role thereafter.
Your new role You will lead procurement activity across the full procurement life-cycle, from identifying requirements and engaging the market through to sourcing strategy development, tender management, evaluation, contract award and contract implementation. Key responsibilities will include:
Leadingplex procurement projects from inception through to contract award on a broad variety of category areas.
Developing sourcing strategies and procurement documentation.
Managing tender processes and evaluation activities.
Providingmercial advice and procurement support to stakeholders.
Building effective relationships with suppliers and internal customers.
Undertaking market analysis, benchmarking and risk assessments.
Supporting contract management and supplier performance activities.
Producing reports and management information to support procurement planning and performance.
Driving continuous improvement across procurement processes and procedures.
What you'll need to succeed
Experience delivering end-to-end procurement exercises in the public sector.
Strong knowledge of public sector procurement legislation and best practice (PA23 / PCR2015).
Experience managing tender evaluations and contract awards.
A good understanding of category management and contract management principles.
Experience using e-procurement systems.
Excellent stakeholder engagement and relationship management skills.
Strongmercial awareness and negotiation skills.
The ability to manage multiple projects andpeting deadlines.
