You will be joining a large and complex public sector organisation that manages an operationally critical estate across South Wales. The organisation is delivering a programme of major new-build and construction projects and is looking to appoint an experienced Estates Manager to support its capital delivery function. This opportunity is available on a temporary rolling-contract basis and offers hybrid working, combining office-based and home working subject to operational and project requirements. Travel to project locations across South Wales will be required.
As Estates Manager, you will provide an efficient and cost-effective estates management service, with a particular focus on supporting the organisation’s operational requirements. You will assist with the delivery of major new-build construction projects and manage schemes from initial concept through to the handover of major construction contracts.
Your key responsibilities will include:
- Organising and managing the day-to-day delivery of major and intermediate construction projects, including the planning and deployment of resources.
- Providing expert advice and guidance on complex or escalated construction and estates-related matters.
- Preparing, analysing and presenting management information to senior stakeholders.
- Identifying and promoting innovative solutions and improvements to business processes.
- Developing, proposing and implementing approved business plans and budgets.
- Preparing budget proposals and planning and controlling expenditure within delegated budgets.
- Monitoring approved business plans and budgets to ensure effective service delivery and value for money.
- Contributing to the organisation of people, systems, equipment and other project resources.
- Overseeing the work and performance of the relevant team, providing advice, support and clear direction.
- Allocating work and monitoring standards and performance.
- Supporting recruitment, development, motivation and change within the team.
- Drafting, consulting on and monitoring the implementation of relevant policies and strategies.
- Identifying risks within your area of responsibility and establishing suitable controls to mitigate them.
- Maintaining confidentiality regarding data protection and management information requirements.
- Building effective working relationships with internal stakeholders, external organisations, agencies and delivery partners.
What you'll need to succeed:
- An appropriate construction-related qualification.
- A current, valid full driving licence.
- Previous experience managing large and complex building projects.
- Previous experience managing finances and administering project or departmental budgets.
- Experience operating at senior management level.
- A basic understanding of health and safety requirements.
- A willingness to undertake any health and safety training required for the role.
- Strong project management, planning, decision-making and stakeholder-management capabilities.
- The ability to manage competing priorities, monitor performance and deliver agreed outcomes.
- A professional, collaborative approach with the ability to provide clear and credible advice.
- Desirable: Membership of an appropriate professional institution, such as RICS or CIOB, would be advantageous.
