I’m recruiting on behalf of a key public‑sector client for an experienced ICT Infrastructure Manager (AG5) to lead and manage the organisation’s full ICT environment. This is a fantastic opportunity for a senior infrastructure professional who wants to take ownership of modern, critical technology services across on‑premise and cloud platforms.
Salary: ÂŁ54,090 per annum
Location: Belfast
Directorate: Parliamentary Services – Information Systems (IS)
Office Level: Senior Management (Managing Lead ICT Infrastructure Analysts)
The Role
This is a strategic and operational leadership role responsible for ensuring the effective running of the organisation’s ICT estate — including physical and cloud infrastructure, desktop services and applications, and the IT Service Desk. You’ll lead specialist infrastructure teams, drive technical decision‑making, ensure business continuity, strengthen cyber security, and influence organisational technology strategy. The successful candidate will bring strong experience across Microsoft technologies and will thrive in a complex and highly visible environment.
Key Responsibilities
- Oversee day‑to‑day delivery, maintenance and support of the full technical environment (both on‑premise and cloud).
- Manage and lead Infrastructure Support Specialists and Analysts, advising and directing as needed.
- Lead on ICT technical evaluations, developments and provide expert advice across a wide range of technologies.
- Manage the provision of ICT‑enabled solutions and customised system delivery.
- Take a leadership role in cyber security within the IS Office.
- Lead and support ICT procurement activities, including developing technical specifications and engaging with suppliers.
- Manage ICT projects using appropriate project methodologies.
- Develop and monitor ICT security standards, technical policies and procedures.
- Provide authoritative advice on ICT infrastructure matters to senior leadership teams.
- Deliver ICT presentations, demonstrations, training and user documentation for members and staff.
- Lead the business analysis process for new or enhanced infrastructure‑related systems.
- Represent the organisation on corporate ICT groups and inter‑parliamentary working groups.
- Ensure compliance with all policies, including Equal Opportunities, Dignity at Work, and mandatory training.
Essential Criteria
Applicants must meet one of the qualification/experience routes below.
Route 1 – Qualification Pathway
Applicants must:
- Hold at least an HND in computing or a relevant IS/IT discipline AND
- Have at least 3 years’ post‑qualification experience, including minimum 1 year in both areas (i) and (ii).
Route 2 – Experience Pathway
Applicants must:
- Have at least 5 years’ relevant ICT experience, including minimum 1 year in both areas (i) and (ii).
(i) ICT Infrastructure Management
Experience must include:
- Planning, designing and managing a medium‑sized ICT environment (500+ users).
- Strong knowledge and hands‑on experience of:
- Microsoft on‑premise infrastructure
- Active Directory (local AD)
- Microsoft 365
- Microsoft Azure
- DevOps
- Cloud technologies
(ii) Service Desk Oversight
Experience must include:
- Managing and overseeing a busy ICT Service Desk supporting 500+ users.
- Environments involving:
- Windows desktop operating systems
- Microsoft Intune
- Microsoft 365 Office applications
- Mixed application environments in a high‑demand service delivery setting
Qualification Note
Only courses with 50% or more computing content are considered relevant. Applicants must list all modules studied and demonstrate how they meet this requirement.
