The services of Hays have been retained by our client, an established and growing Housing Association based in Belfast, to recruit a Development Support Officer on a temporary contract basis for a period of 6 months with the possibility of further extension.

Reporting to the Development Manager, you will work alongside members of the development team to ensure the delivery of new homes across Northern Ireland. This will include:

  • Managing and maintaining the development of the Project Tracker and associated reporting structures.
  • Undertaking site registration of proposed projects and maintenance of the Site Registration Tracker.
  • Liaising with NIHE Place Shaping Teams to secure support for proposed schemes.
  • Assisting the Development Team with handovers, tenant information packs, latent defects, adoptions, end of defects inspections.
  • Working with Solicitors to ensure that all legal papers are reviewed and executed by the Association, including the preparation of contract documentation.
  • Liaising with consultants, contractors, and a range of internal and external stakeholders.
  • Liaising with the Procurement Team to ensure that all development activity is undertaken in compliance with the Association’s existing development and procurement procedures.
  • Managing the Development Team's e-procurement activities, including setting up e-tendering, responding to clarifications, accepting PQQs and Bids.
  • Ensuring regulatory compliance throughout the procurement process in conjunction with the Association’s Head of Procurement.
  • Liaison with the Head of Procurement to ensure that the Development Team’s procurement activities align with and are consistent across the Association.

To be considered for this position, you must possess:

  • A Level 3 qualification and one year’s relevant experience, or three years’ relevant experience as outlined above.
  • Proficiency in using Microsoft Office applications to include Word, Excel and Outlook.
  • A current full driving licence with use of a private vehicle for business use.

Ideally, you will possess:

  • Experience of Capital Works and/or Construction projects/contracts.
  • A working knowledge of public sector purchasing procedures and regulations.
  • Working knowledge of eTendersNI.
