A leading provider of facilities management and estates services is seeking an experienced Head of Technical Compliance to join its senior leadership team. Operating within a highly regulated environment, the organisation delivers critical infrastructure, engineering and property services across a large and complex estate.

As Head of Technical Compliance, you will provide strategic leadership for technical governance, assurance and compliance across the contract. Acting as the organisation's technical authority, you will ensure that statutory, contractual and industry compliance requirements are achieved while driving continuous improvement, operational excellence and a strong safety culture. You will work closely with senior stakeholders, operational teams and technical specialists to ensure compliance risks are effectively managed and that engineering standards are maintained across the estate.

Key responsibilities will include:

  • Leading the technical compliance and assurance strategy across a complex operational portfolio.
  • Providing expert guidance on legislation, engineering standards, health & safety requirements and industry best practice.
  • Managing compliance frameworks, technical audits and assurance programmes.
  • Reviewing and approving technical designs, specifications and major project deliverables.
  • Providing technical oversight of capital projects, refurbishments and new-build schemes.
  • Leading and developing a team of authorised persons and technical specialists.
  • Ensuring safe systems of work are implemented and maintained in line with statutory and contractual requirements.
  • Managing technical compliance incidents, investigations and lessons learned.
  • Supporting external audits and maintaining robust certification, records and governance processes.
  • Monitoring compliance performance and producing reports for senior management and key stakeholders.
  • Driving continuous improvement initiatives across engineering, maintenance and compliance functions.
  • Supporting procurement activities and ensuring suppliers meet technical and compliance standards.

What You'll Need to Succeed

To be successful in this role, you will have significant experience leading technical compliance, engineering governance or assurance functions within a complex operational environment. You will also possess:

  • Extensive knowledge of statutory compliance relating to building services engineering and infrastructure.
  • Strong understanding of health & safety legislation and regulatory compliance.
  • Experience developing and managing compliance frameworks, audit programmes and governance processes.
  • Proven ability to influence senior stakeholders and drive organisational change.
  • Strong leadership experience, with the ability to develop and mentor technical teams.
  • Excellent communication, reporting and presentation skills.
  • Experience reviewing technical documentation, engineering standards and project specifications.
  • Full UK Driving Licence.
  • Ability to obtain and maintain Security Clearance.

Desirable experience includes:

  • Defence, Government, Critical Infrastructure or Highly Regulated Environments.
  • CDM Regulations.
  • Asbestos, Legionella and Building Safety compliance.
  • Energy management, sustainability and environmental compliance.
  • Risk management and assurance programmes.
