Hawkes Resourcing is recruiting an experienced Pre-Construction Manager for an established specialist contractor delivering commercial projects across London. This is a senior appointment within the business and we are looking for someone who can take genuine ownership of the pre-construction process. The successful person will work across estimating, design, commercial and operational teams, helping take projects from initial enquiry and tender stage through to contract award and handover.
We would be particularly interested in people coming from:

- Other specialist subcontracting backgrounds
You do not necessarily need to come from exactly the same sector. The key requirement is that you understand how specialist subcontract projects are priced, designed, tendered and delivered.
The Role
Responsibilities will include:
- Managing projects through the full pre-construction process
- Reviewing tender information, specifications and drawings
- Coordinating estimating, design and technical input
- Developing tender and procurement strategies
- Identifying commercial, programme and buildability risks
- Managing client and contractor relationships during tender
- Supporting value engineering exercises
- Coordinating supplier and subcontractor input
- Managing tender clarifications and negotiations
- Working closely with estimating and commercial teams
- Supporting final negotiations and contract award
- Ensuring a smooth handover into delivery teams
The Person
We are looking for someone with:
- Strong pre-construction experience
- A background within specialist contracting, fit-out or commercial interiors
- Good commercial awareness
- Experience managing complex tenders
- Strong client-facing ability
- An understanding of design coordination and buildability
- The confidence to challenge information and identify risk
- Experience operating at a senior level
This is not simply an estimating role with a different title. We are looking for someone capable of managing the wider pre-construction process and working closely with senior management, clients and project teams.
