About The Role
As HSEQ Lead, you will take ownership of driving a high‑performing health, safety, environmental and quality culture across the Port. Acting as a trusted advisor to the Harbour Master and wider team, you will provide expert guidance, challenge where appropriate and ensure HSEQ considerations are a key priority across our operations. You will lead the maintenance and continuous improvement of HSEQ systems, ensuring full compliance with UK legislation and industry best practice, while maintaining a practical, risk‑based approach that supports efficient port operations. This is a visible and hands‑on role, requiring excellent communication skills, credibility and the ability to influence at all levels. You will champion proactive risk management, foster workforce engagement and drive continuous improvement to ensure the Port operates safely, sustainably and efficiently.
What You'll Do
- Regulatory compliance and governance
- Maintain specialist knowledge of UK HSEQ legislation and maritime/port industry standards
- Ensure robust systems are in place to achieve and demonstrate compliance across all port operations
- Provide clear, pragmatic advice to management and the wider team on regulatory requirements and risk exposure
- Support internal and external audits, inspections and regulatory visits
- HSEQ systems and continuous improvement
- Lead the maintenance and ongoing improvement of HSEQ policies, procedures and management systems
- Monitor performance through KPIs, audits and reporting, driving continuous improvement initiatives
- Promote a consistent, risk‑based approach to decision‑making across the Port
- Risk management
- Lead the identification, assessment and mitigation of operational risks across all port activities
- Ensure high‑quality risk assessments and safe systems of work are in place and regularly reviewed
- Support operational teams in applying proportionate and effective controls
- Operational safety assurance
- Conduct regular inspections, audits and assurance activities to verify compliance and standards
- Provide visible support on‑site, engaging with teams and contractors to reinforce expectations
- Intervene where necessary to address unsafe behaviours or conditions
- Environmental support
- Support environmental management practices including compliance with environmental legislation, permits and licences
- Lead environmental incident response, including spill management and reporting, ensuring effective corrective actions are implemented
- Liaise with regulators and stakeholders on environmental matters as required
- Occupational health and wellbeing
- Oversee occupational health processes, including health surveillance, fitness for work and substance testing programmes
- Review medical reports and help to provide guidance to ensure employees have the support they need to work safely
- Promote wellbeing initiatives that support a safe and productive workforce
- Training, competence and engagement
- Ensure appropriate HSEQ training and competency frameworks are in place across the Port
- Deliver and support training, toolbox talks and safety briefings
- Drive workforce engagement through safety campaigns, observations and behavioural initiatives
- Contractor and stakeholder interaction
- Support effective contractor management processes including onboarding and assurance
- Develop and manage interface arrangements to ensure safe integration of contractor activities
- Build strong relationships with tenants, contractors and stakeholders to promote consistent HSEQ standards
- Incident management and investigation
- Lead the investigation of incidents, near misses and non‑conformances
- Apply root cause analysis to identify underlying issues and implement effective corrective actions
- Monitor trends and share learning to prevent recurrence
- Emergency response
- Support the maintenance of emergency response plans
- Plan and facilitate emergency exercises and drills to test capability and readiness
- Provide guidance during incidents as part of the Port's response framework
- Reporting and operational support
- Maintain accurate HSEQ records and produce clear, insightful reports for leadership
- Analyse data to identify trends, risks and opportunities for improvement
- Contribute to operational planning and support the Harbour Master in achieving overall business objectives
What We Expect Of You
- 3+ years of experience in a similar role
- A HSEQ qualification – NEBOSH Diploma/NVQ Level 5 or equivalent
- Auditor experience (ISO standards)
- Risk assessor experience
- Membership of a professional body
