Performance and Operations Manager (Refuse & Cleansing) - Temporary | Newry, Mourne and Down District Council Based in Newry or Downpatrick (your choice), covering the whole Newry, Mourne and Down district £22.99 per hour (PAYE) 36 hours per week Starting Monday 23 November 2026 Hatched Recruitment Group is recruiting an experienced Performance and Operations Manager to lead Newry, Mourne and Down District Council's Refuse and Cleansing service. You'll manage a frontline operational team, making sure bin collections, street cleansing and related services are delivered safely, efficiently and to a high standard across the district. What you'll be doing: Managing the day-to-day running of refuse collection (domestic, commercial, recycling and bulky waste) and street cleansing services Leading and developing a team of supervisors and frontline staff Handling employee relations, including discipline, grievance and attendance management Working with trade unions to maintain good industrial relations Overseeing health and safety, including risk assessments, route risk assessments and accident investigations Monitoring service performance and reporting to the Head of Refuse and Cleansing Managing complaints, Freedom of Information requests and service budgets Working with partners including the PSNI, NIHE and community groups Travelling across the district, acting as keyholder and responding to emergency call-outs when needed What you'll need: Proven experience managing a frontline operational workforce, ideally in waste, refuse, cleansing or a similar service Experience handling discipline, grievance and attendance matters Experience working with trade unions Strong health and safety management experience Experience managing complaints and delivering a customer-focused service Budget management and report-writing skills A full, current driving licence (you'll travel across the district) What's on offer: £22.99 per hour, paid weekly Your choice of Newry or Downpatrick as your home base Holiday pay accrued in line with statutory entitlement Pension auto-enrolment (subject to eligibility) A senior role with one of Northern Ireland's largest councilsYou must be eligible to work in the UK and able to provide your driving licence at application stage.
