Totnes-based (initially office-based for training, then hybrid – 3 days in the office and up to 2 days working from home)

Are you an experienced
Capital Accountant
looking for your next challenge in local government finance? We\’re seeking a skilled and motivated accounting professional to play a key role in managing and reporting on capital programmes, budgets, and financial systems for a local authority.

You will provide a complete financial service to designated Committees and Services, ensuring accurate and compliant financial reporting, supporting budget holders, and maintaining excellence in corporate financial systems.

Key Responsibilities

• Lead on
  capital accounting
  , maintaining the capital programme, leasing, and financing arrangements
• Prepare and assist with the
  control and monitoring of budgets
  , ensuring accurate management reporting
• Produce
  final accounts
  in line with the CIPFA Code of Practice and liaise with external auditors
• Support and develop the
  Accounting Technician
  , providing guidance and oversight
• Manage and enhance
  financial systems
  , including integration and reporting accuracy
• Provide
  financial advice and management information
  to senior managers and Committees
• Complete statutory
  returns, claims, and reports
  as required
• Promote value for money and support continuous improvement in financial processes

About You

• AAT qualified
  (or equivalent), with at least two years\’ post-qualification experience in a finance or accountancy environment
• Strong understanding of
  capital accounting
  and
  budget management
• Experience preparing
  final accounts
  in line with CIPFA or similar standards
• Excellent analytical and IT skills, particularly in Excel and financial systems
• Able to communicate complex financial information clearly to non-financial colleagues
• Highly organised, accurate, and able to work to deadlines
• Experience within
  local government finance
  is desirable but not essential
