Senior Estates Surveyor

Location: Muriel Matters House, Hastings (hybrid working available)

Salary: £41,771 – £48,226 (SCP 28–33) plus £2,278 benefits allowance (Level 3)

Contract: Permanent, full-time (37 hours per week)

About the role

We’re looking for an experienced Senior Estates Surveyor to help lead the day-to-day management of the Council’s non-operational land and property portfolio. You’ll act as a key source of professional valuation and estate management advice, ensuring our assets are well-managed, compliant and deliver value for money.

Key responsibilities

  • Provide expert advice on valuation and estate management matters to internal and external customers, including Council Members.
  • Manage Estates Service budgets and non-operational property budgets.
  • Client-manage external consultants on property matters.
  • Develop and oversee a community lettings policy; manage new and existing community lettings.
  • Undertake inspections and valuations for condition, repair, compliance and financial reporting.
  • Negotiate terms for acquisitions, disposals, lease restructuring, development and management of Council land and property.
  • Prepare and present reports to Management Team and Council committees, draft clear instructions to Legal Services.
  • Contribute to development/redevelopment opportunities and special projects; maintain robust records and management information.
  • Ensure the Council meets its statutory and contractual property management obligations.
  • Prepare, review and develop the Council’s Asset Management Plan; lead the annual asset valuations for financial reporting.
  • Deputise for the Property & Commercial Assets Manager as required.

About you

  • Qualification: Chartered Member of the Royal Institution of Chartered Surveyors (MRICS) or equivalent.
  • Experience: Demonstrable post-qualification experience delivering an efficient, cost-effective estates service; strong track record of negotiations (acquisitions, disposals, lettings).
  • Knowledge: Sound estates management practice; understanding of the role of property within an organisation.
  • Skills: Excellent communication, negotiation and influencing; strong written skills; good IT skills; flexible, accurate, self-motivated; able to prioritise and work with minimal supervision; a collaborative team player.
  • Circumstances: Ability to travel throughout the borough. Full UK driving licence and access to a vehicle with business insurance (or willingness to obtain).
