Our Public Sector client is looking for a commercial officer, to sit with the commercial value for money programme, providing commercial advice and support to help directorates deliver policy objectives through grant funding. The team works with stakeholders to design effective strategies and drive spend reduction. The post reports to the Commercial Programme Manager, with the team based across Edinburgh and Glasgow.

Key Responsibilities

  • Support procurement and grant-related commercial projects, contributing to planning, analysis and implementation.
  • Assist in developing commercial approaches across contracts and grant funding to ensure value for money.
  • Identify opportunities for spend reduction and improved cost management, including input into high-value or high-risk reviews.
  • Work with policy teams and delivery partners to strengthen grant design, monitoring frameworks and outcome measurement.
  • Help develop commercial tools, training and guidance to build capability and support continuous improvement.
  • Promote use of Dynamic Purchasing Systems (DPS) and other competitive routes.
  • Provide advice on procurement and commercial policy, escalating complex issues where needed.
  • Support tracking of programme benefits and grant performance to inform best practice.
