Senior Procurement Specialist | 6 Months (Inside IR35) | Glasgow or Dundee based – Hybrid working ( minimum 2 days on-site per week)

Rate: £350 per day

Harvey Nash\’s public sector client is looking to award a contract for the provision of a Senior Procurement Specialist for Maternity Cover.
Sitting within the Finance and Corporate Services division, the Procurement and Commercial Team is responsible for leading on the procurement of a wide range of goods and services, ensuring compliance with the procurement regulations, and driving the realisation of savings and benefits for the organisation. Our largest commodity is ICT followed by estates and professional services.

As a Senior Procurement Specialist, you will report to a Procurement and Commercial Manager and will lead and manage end to end procurement projects across a range of categories in compliance with Scottish public procurement legislation. The role supports the delivery of best value, sustainable outcomes, and strategic commercial objectives for the client and its stakeholders.

Main Responsibilities

  • Lead end-to-end procurement processes for high-value and/or high-risk contracts in line with the Procurement Reform (Scotland) Act 2014 and Public Contracts (Scotland) Regulations 2015 and best practice. This includes procurement strategy development, tender management, and evaluation to contract award.
  • Draft all procurement and contract documentation and use relevant tools and systems
  • Engage and influence internal and external stakeholders at all levels of seniority – providing expert commercial advice to internal stakeholders, ensuring compliance, value for money, and risk mitigation.
  • Manage supplier relationships and contract performance to ensure delivery of agreed outcomes using contract/supplier reviews and appropriate management information to identify risks to delivery, time, cost, and quality.
  • Promote sustainable procurement practices, including community benefits, fair work, and climate change considerations.

Essential Skills

  • Significant experience (typically 5+ years) in leading tender processes (including regulated procurements) in public sector procurement or a regulated procurement environment across categories such as ICT, estates or professional services.
  • Strong knowledge of public procurement legislation and policy in Scotland.
  • Excellent stakeholder engagement and influencing skills.
  • Strong analytical and commercial acumen.
  • Ability to work independently and as part of a multidisciplinary team.
  • Capable of managing multiple procurement projects simultaneously, ensuring timely and compliant delivery.
  • Proficiency in using eProcurement systems (e.g., PCS, PCS-Tender).

Desirable Skills:

  • Familiarity with frameworks such as Scottish Procurement, Crown Commercial Service, Scotland Excel, APUC, NHS NSS etc.
  • Full membership of the Chartered Institute of Procurement and Supply (MCIPS) or working towards it.
