To advise on and support the EHS Manager EMEA in effective management of all environment, health and safety matters for the UK Rail business. To promote best practice and set high standards of performance to ensure Harsco is best in class for EH&S compliance with HSE legislation and regulations, ROGS, Safety Certificate and company Safety Plan through effective implementation of policies and procedures.

Qualifications

  • NEBOSH qualified (Safety Qualification – NEBOSH General Certificate or working towards)
  • Environmental Qualification (AIEMA or working towards)
  • Internal Auditor
  • Prior experience working within the Railway industry (Desirable)
  • Prior experience and good working knowledge of Rail Group Standards (Desirable)

Technical Skills

  • An understanding of internal auditing on health, safety and environmental matters

RESPONSIBILITIES & DUTIES

  • To support the EHS Manager EMEA on Environment Health and Safety (EH&S) to the organisation and advise and guide managers within the Company with respect to Occupational Health & Safety & Environmental Policies and Procedures.
  • To support the development and implementation of EH&S policies, procedures and group standards throughout the UK which are compliant with HSE, ROGS, other regulatory bodies and Corporate requirements.
  • To support the EHS Manager EMEA in identification and delivery of strategies, for instance, EH&S annual plan, safety behaviour across the workforce, safety campaigns, competency management, company Framework Assessment.
  • To support the EHS Manager EMEA in ensuring Harsco Rail’s temporary waste storage area remains compliant to all applicable Acts Regulations.
  • To ensure appropriate recordkeeping to monitor compliance and meet regulatory requirements.
  • Liaise with key stakeholders on EHS issues relating to audits, compliance, best practice, investigations, etc.
  • To work with the EHS Manager EMEA and undertake job safety analysis to identify risks in the workplace and propose/deliver initiatives to eliminate or control these risks.
  • Assist with the preparation and review of safe work plans and the correction of hazardous working conditions and aid in selecting personal protective equipment.
  • Assist the EH&S Manager in coordination of accident investigations including the review of all first reports of injury and near miss/accident investigations and where directed, participate in development of a Corrective Action Plan.
  • To carry out safety audits and work with OTM Fleet Managers to ensure that all EH&S systems are operating as per requirements.
  • To liaise with Depot site owners on matters of EH&S as required and to promote and adhere to the four C’s.
  • To work with OTM Fleet Managers & Harsco Depot / Workshop Supervisors to ensure that all risk assessments, task assessments and method statements remain up to date.
  • To assist in the delivery of periodic safety training sessions.
  • Conduct audits in relation to Health & Safety, the Railway Safety Certificate and the Environmental policies and procedures, providing feedback of results to the EH&S Manager or as directed.
  • Conduct and record internal safety tours and undertake audits to plan including OTM’s, Harsco fixed locations and 3rd party depots as required.
  • To assist in reporting requirements, for instance RIDDOR, regulatory agencies e.g. ORR, HSE.
  • Attend internal and external meetings as required and communicate regularly with key stakeholders, where appropriate facilitate such meetings, for instance Safety Committee.
  • Ensure all safety matters raised are addressed promptly and that investigations are completed.
  • To update environmental monitoring systems i.e. energy use.
  • Carry out a 10% waste consignment note and transfer note checks to ensure that they are fully completed, with any discrepancies reported to the EHSM.
  • To complete an environmental legal compliance check as designated by the EHSM.
  • To comply with all Health, Safety quality and Environmental policies and procedures.
  • To undergo any training as required by company requirements.
  • To undertake other duties or travel as discussed with the EHS Manager.
  • To be able to undertake UK travel when necessary and be flexible in their approach.

HEALTH, SAFETY & ENVIRONMENTAL RESPONSIBILITIES

  • To take reasonable care for the health and safety of yourself and other persons who may be affected by your acts and omissions at work.
  • Contribute to the delivery of company occupational health and welfare, safety and environmental improvement plans.
  • Only undertake work for which you have been trained and (if required) certified competent.
  • To comply with Risk Assessments, method statements and safe systems of work.
  • Maintain and utilise all PPE provided by the employer.
  • Co-operate with your employer on health, safety and environment.
  • Make safe any unsafe conditions where practical and challenge unsafe work practices.
  • Inform your line manager, supervisor or health and safety representative of any unsafe occurrences.
  • Report all, and assist with investigating relevant accidents, incidents and near misses.
