The London Borough of Harrow is seeking a dedicated Quality Assurance Officer to join our Adult Social Care, Safeguarding, and Quality Assurance Team. This pivotal role is responsible for monitoring and elevating the standard of service delivery across the borough.

Using a proactive, risk-based approach and the Safety Helix framework, the postholder will conduct provider visits to ensure that the local marketplace maintains high-quality provision and remains compliant with regulatory standards. The successful candidate will act as a champion for best practice, working directly with providers to drive service improvements through forums and collaborative engagement.

You will be responsible for identifying non-compliance and implementing necessary corrective actions to resolve poor practice. Close collaboration with the Safeguarding Team is essential, including participation in case conferences and addressing complex issues within delivery organisations.

Beyond provider oversight, you will serve as a vital link between the Council and the community. This involves supporting Adult Services consultation exercises and facilitating meaningful engagement with service users and carers to ensure their voices inform service development.

Applicants should possess strong communication skills and a commitment to safeguarding vulnerable adults. Please note that this role may occasionally require a flexible approach to working hours to meet the requirements of the service.

About You

  • Significant experience of service user and carer engagement and consultation
  • Experience in monitoring services to specified quality criteria
  • Dealing with difficult providers in a non-compliance situation
  • Working with providers to improve quality of service
  • Working with Safeguarding on extreme cases
  • Report writing and risk management experience as well as contractual knowledge
  • GCSE or equivalent Qualification
  • Evidence of further education

This post will require a satisfactory enhanced DBS check.
