The London Borough of Harrow is seeking an Outreach and Business Transformation Manager to lead the strategic transformation of its Homelessness Team. This pivotal role is responsible for driving forward a comprehensive change agenda, reshaping how homelessness services are delivered across the borough. The successful candidate will take the lead in integrating innovative technologies, advanced data analytics, and digital solutions to enhance the accessibility, responsiveness, and efficiency of homelessness prevention and support services. About You

  • Degree‑level qualification or equivalent experience in public sector management, business transformation, housing, or a related field.
  • Substantial experience in leading complex service transformation projects within a public sector, housing, or homelessness context.
  • Proven track record of successfully delivering digital transformation initiatives, including the integration of new technologies and systems to improve service delivery.
  • Demonstrable experience of leading on the financial planning, forecasting, and monitoring of large budgets, with a clear understanding of the Medium‑Term Financial Strategy (MTFS) and the financial landscape.
  • Deep understanding of homelessness legislation, policy, and best practice, including knowledge of local authority duties and the challenges of homelessness and rough sleeping.
  • Strong understanding of digital transformation principles, service design, and emerging technologies (including AI, automation, and digital engagement tools).
  • Strategic Leadership: Ability to lead, inspire, and influence at all levels, driving change and building a culture of innovation and accountability.
  • Programme Management: Exceptional ability to plan, manage, and deliver complex transformation programmes and outreach initiatives within tight deadlines and budgets.
